Worrell

Guest.

Mrs. Jerri Veidt

Mayor Allen called the'meeting to order at 7.30 p.m. and referred
Council members to the stated purpose of the special meeting,

A Pers~nn~l Plan and Pay Raise

Before the Mayor opened the meeting to discussion of the subject, he read
aloud a letter from Mr. Kenneth Sutton which had just been handed him.
The lette~ requested that the City Council take official notice of the
death of Archie A. Grusendorf, with a proper Citation. The matter was
discussed; no action was taken at the special meeting.

Alderman Ruiz opened the discussion on the referenced subject by asking the
City Manager if the Personnel Policy submitted for approval did not represent
the policy he had been follOwing. The City Manager answered that it represented,
in part, what he had tried to follow, as the present policy consisted of policy
establish&d by previous Councils, memoranda, and written policy. He added
that the Personnel Policy had been drawn up to meet this time schedule, and he
felt the Council would want to study anything of this importance before taking
action. Alderman Moore expressed the opinion that there was no need for -rushing"
to adopt an overall Personnel Policy. It was brought out that the pay increases
indicated on the schedule for the Police and Fire Departments would amount to
approximately $3000 for the balance of the fiscal year. It was established that
granting the salary increases in the Police and Fire Departments would not
-put the City in the red", provided no other unbudgeted items were authorized.
AldenDan SWift IIOved that, pending the adoption of a Personnel policy, the
following be accepted, as of November 1, 1962,. '

Annex no" of the Personnel Policy be placed in effect with the
following changeS! Chief of Police, $450; Sergeant, $325; and~hief Dispatcher,
Annex ME.' Alderman SWi ft seconded the ution, which passed
unanimously.

~
