Younger, jr.

Aldermen:

Wm. L. Moore, M.D.
Ruben Ru iz
H. Garland Stokes
Lee Swift

I

City Manager
City Secretary

B.R. Fuller
Dorothy O. Worrell

Guests:

Mr. and Mrs. Lawrence Ball, Walter Buckner,
Tom Buckner, Mrs. Jerri Veidt, Mr. and Mrs.
S.V. Bingham, Mrs. William C. Allbright,
J'H' Pollard, Coy DeViney, and Frank Taylor
heading a delegation from the Chamber of Commerce

Mayor Pro-Tern Younger called the meeting to order at 7:00 o'clock p.m.
Mrs. Lawrence Ball, Minister of the Assembly of God Church, gave the Invocation.

The Minutes of the previous meetings were presented. Alderman Swift called
attention to an omission on page two. of the February 5th Special Meeting
Minutes, referring to the Golf Course Contract with Mr. Paul J. Rogers.
Correctly stated, the passage should read:

I

"Alderman Swift moved that the matter of a new contract with
Mr. Rogers, and the proposed increase, be turned over to the
Planning Commission for study. Alderman Stokes proposed an
amendment to add: .... with a recommendation from the Council
that the Commission explore the possibility of purchasing the
Golf Course from Mr. Rogers'. Mr, Swift agreed to the amendment
and Mr. Stokes seconded the motion..."

The Minutes of the previous meetings Were then approved, as corrected.

Mr. Coy DeViney appeared before the Council with a matter that concerned
the property he recently sold the City. The City Manager suggested that
since it concerned a legal matter, it would be better if he and Mr. DeViney
met with the City Attorney. Mr. DeViney agreed.

I

Mr. Frank Taylor, President of the Chamber of Commerce, appeared before the
Council as spokesman for a large group of Chamber of Commerce members in
favor of the Council's renewing the contract with Mr. Paul J. Rogers for
the Golf Course. Alderman Stokes introduced a Resolution from the Planning
Commission on the Golf Course Contract, a copy of which is attached hereto
and made a part hereof, recommending to the Council that it renew the contract
with Mr. Rogers. Mr. Stokes read the Resolution and moved that the Council
approve the Resolution and authorize the City Manager to enter into a two-year
contract with Mr. Rogers at the requested rent of $150 per month. Mr. Stokes,
at the time of his motion, clarified the Council's position on the question
of a golf course as a necessary part of a city's recreational life. Alderman
Swift seconded the motion, with a statement on the Council's concern for
long-range planning for a public golf course for San Marcos. He thanked all
those present for attending the meeting. Mr. Frank Taylor asked to be recog-
nized and brought up the question of how the Feb. 5th Minutes recorded the
matter of the Golf Course Contract. He offered the opinion that Councilmen
might have been misquoted in "the report on the street". The Mayor Pro-Tern
informed Mr. Taylor that, before he came into the meeting, a correction had
been made in the Feb. 5th Minutes. The original wording and the corrected
version were read aloud by the City Secretary. Mr. Taylor presented two
letters, which he requested be read into and made a part of the Minutes.
The Mayor Pro-Tern read aloud a letter to Mr. R.J. Pollard, President of the
Golf Association, from Alderman Swift, with a copy to Mr. Paul J. Rogers; and
a letter from Mr. Rogers to Mr. Swift, in answer to his copy of the letter.
Alderman Stokes moved that the letters be incorporated into the Minutes, as
read; Alderman Swift seconded the motion, which passed unanimously.
Mr. R.J. Pollard stated that he is a Past-President of the Golf Association;
Mr. Terry Jacks is the 1963 President.

~~
