JoseS. -Flores, pastor of the Mexican Baptist Church, <br />gave the Invocation. <br /> <br />The Minutes of the regular meetings of February 8 and March 3,1965 <br />were unanimously approved, on motion of Alderman Pool and <br />second of Alderman Rui z. <br /> <br />I <br /> <br />The Mayor p'ro Tem recogni zed Co I. D i ckOwen, Manager of the <br />Chamber of Commerce, who comm~nded the City Counci I for its <br />part in the effort to get th~ air str i p faci r it ies at dead i - <br />vated Camp Gary for a Municipal Airport. <br /> <br />Co.l. James W. Hill, recogn ized by the Mayor Pro T em, thanked <br />th~ City Counci I for consideration of an anti-litter ordinance <br />which he had presented at the February 8 meeting, and urged its <br />passage. He also asked the Counci 1 to provide for 14 patrolmen <br />in the 1965-1966 budget. <br /> <br />I <br /> <br />The Mayor Pro Tern introduced a Bicycle Ordinance for consideration. <br />Alderman Whittenberg commented that the annual license fee of <br />$1.00 would prove a hardship for many fami lies. Alderman Ruiz <br />stated the $1.00 fee was the approximate cost to the City of <br />administration of the ordinance. He said he believed the merit <br />of the ordinance would be in the contact of the Police Department <br />with youthfu I b i cyc I e -owners, and the educat ion in safety ru I es <br />which the young people of the community would receive in a <br />planned program. Mr. Ruiz said it would tend to produce better <br />car drivers when the chi I dren reach that age. Mr .Wh i ttenberg <br />estimated that;the average chUd rides a bicycle ten )lears, which <br />would mean the family would have to put out $10.00 in fees. <br />Mr. Ruiz co~mented th~t it would be cheap training - that running <br />one stop sign carri~s a fine of $10.00, and traffic violations <br />might be cut if bicycle riders had early education in obeying <br />rules.
