I I I 26 RESOLUTION NO., 1979",14",)\ A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, ORDERING THE PLACEMENT OF CHARTER AMENDMENT PROPOSITIONS ON THE APRIL 7, 1979 REGULAR ELECTION BALLOT; AND DECLARING AN EFFECTIVE DATE. WHEREAS, the City Council of the City of San Marcos, Texas, adopted a Resolution on January 8, 1979 which called for an Election to be held on Saturday, April 7, 1979; and, WHEREAS, said Reso~ution also authorized the placement of ten (10) Charter amendment propositions on said Election ballot; and, WHEREAS, on February 15, 1979 a petition calling for the submission of two additional Charter amendment propositions was presented to the City Secretary; and, WHEREAS, said petition has been determined to be sufficient in both form and content according to the laws of the State of Texas; now, therefore, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS: PART 1. That the following propositions to amend the City Charter shall be submitted to the resident, qualified voters of the City for their action thereupon at the Regular Election to be held April 7, 1979: PROPOSITION NO. 11 FOR/AGAINST: Amend Section 6.01 to delegate to the people of the City the power of direct legislation by initiative in all matters by repealing the exception of ordinances appropriating money or levying taxes, or ordinances pepealing ordinances appropriat- ing money or levying taxes. PROPOSITION NO. 12 FOR/AGAINST: Amend Section 6.02 to delegate to the people of the City the power to approve or reject at the polls any legislation enacted by the Council by repealing the exception of ordinances authorizing the issuance of bonds (either tax bonds or revenue bonds, original or refunding bonds). PART 2. That this Resolution shall be in effect immediately from and after its passage by this body.
