<br />I <br /> <br />I <br /> <br />I <br /> <br />1~/I(O <br /> <br />43 <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE <br />CITY OF SAN MARCOS, TEXAS, IN OPPOSITION <br />TO THE PASSAGE OF HOUSE BILL 872 UNDER <br />CONSIDERATION BY THE INTERGOVERNMENTAL <br />AFFAIRS COMMITTEE OF THE TEXAS HOUSE OF <br />REPRESENTATIVES. <br /> <br />WHEREAS, H. B. 872 proposes amendments to Article IOllm. <br />V.A.C.S. which would hinder or prevent effective operation of <br />Regional Councils of Governments as "Political Subdivision" of <br />the State; and, <br /> <br />WHEREAS, such lindrance would be damaging to the programs <br />and projects operated by Councils of Governments on behalf of <br />local governments and elected officials; and, <br /> <br />WHEREAS, the San Marcos City Council endorses those programs <br />. carried out on its behalf by the Capital Area Planning Council <br />and finds them to have a vital and positive impact on the conduct <br />of municipal government in San Marcos; now, therefore, <br /> <br />BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS: <br /> <br />PART 1. That this Council wishes to express its support for <br />those programs carried out by Regional Councils of Government. <br /> <br />PART 2. That this Council also wishes to express its <br />opposition to H. B. 872. <br /> <br />PART 3. That copies of this Resolution shall be forwarded <br />to the Intergovernmental Affairs Committee of the State House of <br />Representatives and to Representative Don Rains and Senator Lloyd <br />Doggett. <br /> <br />PART 4.
