<br />31 <br /> <br />RESOLUTION NO. 1975-23-R <br /> <br />A RESOLUTION OF THE CITY OF SAN MARCOS, TEXAS, AUTHORIZING <br />THE CITY MANAGER TO EXECUTE AN AGREEMENT WITH THE URBAN <br />RENEWAL AGENCY OF THE CITY OF SAN MARCOS CONCERNING FURNISHING <br />OF STAFF AND ADMINISTRATIVE ASSISTANCE BY THE CITY FOR ADMIN- <br />ISTRATIUN OF URBAN:RENEWAL PROJECTS. <br /> <br />I <br /> <br />WHEREAS, the Urban Renewal Agency of the City of San Marcos is a duly created <br />and existing agency authorized to exercise Urban Renewal Project Powers pursuant <br />to Texas Urban Renewal Law, Article 1269 ~3, Revised Civil Statutes of Texas, <br />as amended; and <br /> <br />WHEREAS, the Housing and Community Development Act of 1974 enacted a syStem of <br />community development block grants with the primary objective being the development <br />of viable urban communities; and <br /> <br />WHEREAS, the specific objectives of community development block grant activities <br />include: <br /> <br />(1) Eliminating slums and blight and preventing the deterioration of <br />property and community facilities of importance to the welfare of the <br />community; <br /> <br />(2) Eliminating conditions which are detrimental to health, safety <br />and public welfare, through code enforcement, demolition, rehabilitation <br />and related activities; <br /> <br />(3) Conserving and expanding the nation's housing stock; <br /> <br />(4) Expanding and improving the quantity and quality of community <br />services, principally for persons of low and moderate income; <br /> <br />I <br /> <br />(5) More rationally utilizing land and other national resources and <br />better arranging residential, commercial, industrial, recreational and <br />other needed activity centers; <br /> <br />(6) Reducing the isolation of income groups within communities and <br />geographical areas and promoting an increase in the diversity and vitality <br />of neighborhoods by expanding housing opportunities for persons of lower <br />income and revitalizing neighborhoods that have deteriorated to attract <br />persons of higher income; and <br /> <br />(7) Restoring and preserving properties of special value for historic, <br />architecture or esthetic reasons; and <br /> <br />WHEREAS, the Urban Renewal Agency of the City of San Marcos, by virtue of its <br />Urban Renewal Project Powers, is particularly well-suited and empowered to carry <br />out programs and activities necessary to achieve many of the objectives of <br />community development block grants; and <br /> <br />WHEREAS, the said Urban Renewal Agency will require staff and administrative <br />assistance of the City of San Marcos in order to carry such programs and activities; <br />and <br /> <br />I <br /> <br />WHEREAS, Section 13 of the Texas Urban Renewal Law, Article 1269 L83 Revised Civil <br />Statutes of Texas as amended authorizes agreements between the City and Agency <br />concerning the furnishing of funds or other assistance in connection with Urban <br />Renewal Projects; now, therefore, <br />
