<br />35 <br /> <br />ORDINANCE NO. 1975 - 25 <br /> <br />AN ORDINANCE ~F THE CITY OF SAN MARCOS, <br />TEXAS AMENDING ORDINANCE 1971-4 ESTAB- <br />LISHING THE ENVIRONMENTAL ADVISORY <br />COMMITTEE BY ADDING TWO (2) NEW MEMBERS <br />TO SAID COMMITTEE, PROVIDING FOR STAG- <br />GERED TERMS FOR ALL OF THE MEMBERSHIP <br />AND PROVIDING FOR THE MANNER OF REPORTING <br />TO THE CITY COUNCIL. <br /> <br />I <br /> <br />BE IT ORDAINED BY THE CITY COUNCIL OF T&E CITY OF SAN MARCOS, <br />TEXAS: <br /> <br />SECTION 1. It is the policy of the City of San Marcos and the <br />purpowe of this ordinance to establish a board to advise the City <br />Council and City Administrative Staff in matters concerning the <br />Environmental Advisory Committee. <br /> <br />SECTION 2. The Environmental Advisory Committee shall consist <br />of seven (7) members. Six (6) of the Seven (7) members shall reside <br />within the said City. One of the members may be selected from <br />residents of the extra-territorial jurisdiction of said City. The <br />membership shall be appointed by the Mayor with the advice and consent <br />of the City Council. Upon appointment of the initial Committee, the <br />Mayor shall designate three (3) members to serve two year terms and four <br />(4) members to serve one (1) year terms; thereafter, members shall <br />serve for two (2) years. The members of the Environmental Advisory <br />Committee shall receive no compensation for their services except as <br />authorized by the City Council. <br /> <br />SECTION 3. At the first meeting of the Board, the members shall <br />elect from their own numbers a chairman and a vice-chairman to serve <br />for a one-year term. The chairman or the vice-chairman shall preside <br />at all meetings. The Committee shall meet at least bi-monthly, and <br />shall establish its meeting dates. <br /> <br />I <br /> <br />SECTION 4. The lirector of Public Works, the City Sanitarian <br />and the Director of Parks and Recreation shall be ex-officio members <br />of the Committee and shall be available for advice and consultation <br />but shall have no voting powers. <br /> <br />SECTION 5. The Environmental Advisory Committee shall con- <br />sider matters pertaining to air, water, and land pollution within <br />the City of San Marcos or operations outside of the City limits <br />that affect the air, water and land as performed by the City of <br />San Marcos. A program of work will be prepared by the City Planner <br />and submitted to the Committee for approval or modification. Recom- <br />mendations of the Committee shall be forwarded to the City Planning <br />and Zoning Commission and to the City Council for consideration. <br /> <br />SECTION 6.
