157 <br />ORDINANCE 1981-24 <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN <br />MARCOS, TEXAS AMENDING ORDINANCE 1977-36, ADOPTED <br />SEPTEMBER 12, 1977 WHICH ADOPTED THE CITY OF SAN <br />MARCOS, TEXAS, BUDGET FOR THE FISCAL YEAR BEGINNING <br />ON OCTOBER 1, 1977, AND ENDING ON SEPTEMBER 30, 1978; <br />AND ORDINANCE 1979-38, ADOPTED SEPTEMBER 10, 1979, <br />WHICH ADOPTED THE BUDGET FOR SAID CITY FOR THE FISCAL <br />YEAR BEGINNING ON OCTOBER 1, 1979 AND ENDING ON <br />SEPTEMBER 30, 1980 TO REAPPROPRIATE COMMUNITY DEVELOP- <br />MENT FUNDS ORGINALLY APPRORRIATED BY SAID ORDINANCES <br />AND DECLARING AN EMERGENCY. <br /> <br /> WHEREAS, the City Council of the City of San Marcos, Texas, after <br />public hearings, adopted budgets for fiscal years beginning October 1, <br />1977 and ending September 30, 1978; and beginning October 1, 1939 and <br />ending September 30, 1980; and, <br /> <br /> WHEREAS, said budgets appropriated certain amounts received from <br />the federal government as community development funds; and, <br /> <br /> WHEREAS, in accordance with Section 8.16 of the City Charter of <br />the City of San Marcos, Texas, said City Council declares that a public <br />necessity exists which requires amendment of said budgets, said budgets <br />being adopted by Ordinance 1977-36 and Ordinance 1979-38; now, therefore, <br /> <br />BE IT' ORDAINED BY THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS: <br /> <br /> SECTION 1. That Ordinance 1977-36, adopted September 12, 1977, <br />which adopted the City of San Marcos, Texas budget for the fiscal year <br />beginning October 1, 1977 and ending September 30, 1978; and Ordinance <br />1979-38, adopted September 10, 1979, which adopted the budget for said <br />city for the fiscal year beginning October 1, 1979 and ending September <br />30, 1980 be, and the same are hereby, amended as set forth in Exhibit <br />A which is attached hereto and incorporated herein, in .words and figures <br />as shown therein, for all intents and purposes. <br /> <br /> SECTION 2. That the amended budgets for the City of San Marcos, <br />Texas for said fiscal years, to-wit: 1977-78, beginning October 1, 1977, <br />ending September 30, 1978 and 1979-80, beginning October 1, 1979, ending <br />September 30, 1980, be, and the same are hereby, approved and adopted in <br />all respects. <br /> <br /> SECTION 3. That the importance of this Ordinance creates an~ <br />emergency and an imperative purpose necessary that the provisions of the <br />charter requiring that ordinances shall be read at three separate meetings <br />and that no ordinance shall become effective until the expiration of <br />ten (10) days following the date of its final passage be suspended, and <br />these provisions are hereby suspended, and this Ordinance shall take effect <br />and be in full force and effect from and after its adoption and publication <br />in a newspaper of general circulation witb.in the City. <br /> <br /> PASSED, APPROVED, AND ADOPTED this~ ~d~ March , 1981. <br /> <br /> /~ Johnff.
