I I I II I I I I I I I I 1972-1 AN ORDINANCE CREATING THE PARKS AND RECREATION BOARD; DEFINING ITS MEMBERSHIP; PURPOSES, AND FUNCTIONS; REPEALING ALL ORDINANCES IN CONFLICT WITH THIS ORDINANCE; AND ESTABLISHING AN EFFECT! VE DATE BE IT ORDAINED BY THE GITY COUNCIL OF THE CITY OF SAN MARCOS: Section 1. There is hereby created the Parks and Recreation Board, which shall be composed of nine citizens of the City of San M~rcos, who reside within said City and are known to be inter- ested in public parks and public recreation and the proper use of the leisure time of the people of San Marcos, and the Director of Parks and Recreation who shall be an ex-officio member of the Board. The citizen members of the board shall be constituted by appointment of the City Council, upon nomination by any member of the City Council, and shall be appointed for a term of two years each, except as in the first instance hereinafter provided, and until their successors are' appointed and qualified. The City Council shall in the first instance appoint nine (9) citizen members, four (4) of whom shall serve for one year, and five (5) of whom shall serve for two years. Initial terms shall be de- termined by the drawing of lots by the members of the Board. Section 11. The citizen members of the Board shall serve without pay, and the Board shall meet for organization immediately after the effctive date of the ordinance. Section 111. The Board shall adopt such rules and regulations as it de;;; best to govern its actions, subject to the general laws of the State of Texas and the Ordinances of the City of San Marcos and other action oftthe City Council. Section IV. The Board shall act generally in an advisory capacity~o the City Council and the City Manager, in the ac- quisition, development, improvement, equipment and maintenance of all parks and public playgrounds owned dr controlled by the City of San Marcos within and without the corporate limits of of the City. It shall be the duty of the Board, subject to such organization and activities set up as the Board may itself determine, within its own organization, to advise the City Manager and the City Council concerning future development of the public parks, playgrounds and recreational facilities of the City of San Marcos, to study and recommend the purchase of additional l~nd and sites therefor, and further to advise the City Council concerning im- provements in the maintenance, operation, and general welfare of said public parks, playgrounds, and recreational facilities, and the use of same by thhl~oblic. With reference to the development of any new parks and playgrounds, it shall be the duty of the Parks and Recreation Board to review and approve general plans for park development, which plans shall be submitted to the City Planning and Zoning Commission and the Department of Public Works for detail 8evelopment, and said plans shall be submitted to the City Council' for adoption or change as may be advisable.
