<br />I <br /> <br />I <br />I <br /> <br />II <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />I <br /> <br />1972-1 <br /> <br />AN ORDINANCE CREATING THE PARKS AND RECREATION <br />BOARD; DEFINING ITS MEMBERSHIP; PURPOSES, AND <br />FUNCTIONS; REPEALING ALL ORDINANCES IN CONFLICT <br />WITH THIS ORDINANCE; AND ESTABLISHING AN <br />EFFECT! VE DATE <br /> <br />BE IT ORDAINED BY THE GITY COUNCIL OF THE CITY OF SAN MARCOS: <br /> <br />Section 1. There is hereby created the Parks and Recreation <br />Board, which shall be composed of nine citizens of the City of <br />San M~rcos, who reside within said City and are known to be inter- <br />ested in public parks and public recreation and the proper use of <br />the leisure time of the people of San Marcos, and the Director of <br />Parks and Recreation who shall be an ex-officio member of the <br />Board. The citizen members of the board shall be constituted by <br />appointment of the City Council, upon nomination by any member of <br />the City Council, and shall be appointed for a term of two years <br />each, except as in the first instance hereinafter provided, and <br />until their successors are' appointed and qualified. The City <br />Council shall in the first instance appoint nine (9) citizen <br />members, four (4) of whom shall serve for one year, and five (5) <br />of whom shall serve for two years. Initial terms shall be de- <br />termined by the drawing of lots by the members of the Board. <br /> <br />Section 11. The citizen members of the Board shall serve <br />without pay, and the Board shall meet for organization immediately <br />after the effctive date of the ordinance. <br /> <br />Section 111. The Board shall adopt such rules and regulations <br />as it de;;; best to govern its actions, subject to the general <br />laws of the State of Texas and the Ordinances of the City of <br />San Marcos and other action oftthe City Council. <br /> <br />Section IV. The Board shall act generally in an advisory <br />capacity~o the City Council and the City Manager, in the ac- <br />quisition, development, improvement, equipment and maintenance <br />of all parks and public playgrounds owned dr controlled by the <br />City of San Marcos within and without the corporate limits of <br />of the City. It shall be the duty of the Board, subject to such <br />organization and activities set up as the Board may itself determine, <br />within its own organization, to advise the City Manager and the <br />City Council concerning future development of the public parks, <br />playgrounds and recreational facilities of the City of San Marcos, <br />to study and recommend the purchase of additional l~nd and sites <br />therefor, and further to advise the City Council concerning im- <br />provements in the maintenance, operation, and general welfare of <br />said public parks, playgrounds, and recreational facilities, and the <br />use of same by thhl~oblic. With reference to the development of <br />any new parks and playgrounds, it shall be the duty of the Parks <br />and Recreation Board to review and approve general plans for park <br />development, which plans shall be submitted to the City Planning <br />and Zoning Commission and the Department of Public Works for detail <br />8evelopment, and said plans shall be submitted to the City Council' <br />for adoption or change as may be advisable. <br />
