MINUTES OF THE SPECIAL MEETING OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, AUGUST 23, 2004 PRESENT: Mayor Mayor Pro-Tern Deputy Mayor Pro-Tern Council Members * Susan Narvaiz John Thomaides Bill Taylor John Diaz Daniel Guerrero Ed Mihalkanin Gaylord Bose City Manager City Clerk City Attorney Dir. of Planning and Dev.Servs. Director of Water/Wastewater Director of Engineering Director of Finance * Dan O'Leary Janis K. Womack Mark Taylor Carol Barrett Tom Taggart Laurie Anderson Rodney Gonzales Also present: Phil Neighbors, Dan Rogers, Jan Clark, Stephanie Garcia, Bobette Bandy, Shelley Goodwin and others. Mayor Narvaiz called the meeting to order at 6:00 p.m. Mayor Narvaiz introduced an Executive Session pursuant to the Government Code, Section 551.074, to discuss the appointment of public officers {Planning and Zoning Commission members}; and Section 551.087, to discuss commercial or financial information the City has received from a business prospect that the City seeks to have locate, stay or expand in or near the City and with which the City is conducting economic development negotiations, or to deliberate the offer of a financial or other incentive to such a business prospect {proposed Hotel and Conference Center}. Mr. Mihalkanin moved the Council adjourn into Executive Session at 6:04 p.m. and Mr. Diaz seconded the motion, which passed unanimously. Mr. Thomaides moved the Council reconvene at 6:55 p.m. and Mr. Mihalkanin seconded the motion, which passed unanimously. Mayor Narvaiz introduced for consideration action or direction on matters discussed in Executive Session.
