ORDINANCE 2009-6 <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS, AMENDING SECTION 2.042 OF THE CITY CODE TO CHANGE THE <br />ORDER OF BUSINESS FOR REGULAR CITY COUNCIL MEETINGS; <br />INCLUDING PROCEDURAL PROVISIONS; AND DECLARING AN <br />EMERGENCY. <br />RECITALS: <br />1. The City Council wishes to revise City Code Section 2.042 pertaining to the order of <br />business for regular City Council meetings. <br />BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS: <br />SECTION 1. Section 2.042 of the City Code is amended as follows (underlining <br />indicates added text; ale indicates deleted text): <br />Sec. 2.042. Order of Business. <br />The order of business for regular city council meetings is as follows: <br />(1) Call to order. <br />(2) Roll call. <br />(3) Pre-Consent 1 (includes Workshops; Presentations; Executive Session) <br />(4) Invocation. <br />(5) Pledge of Allegiance. <br />(6) Citizen Comments (limited to 30 minutes). <br />(7) Pre-Consent 2 (includes Staff and Council Reports) <br />(8) Consent Agenda - items pulled from consent agenda. <br />(9) Public Hearings. <br />(10) Non-Consent Agenda (Board Appointments et al) <br />(11) Question and answer session. <br />(12) Adjournment. <br />SECTION 2. If any word, phrase, clause, sentence, or paragraph of this ordinance is held <br />to be unconstitutional or invalid by a court of competent jurisdiction, the other provisions <br />of this ordinance will continue in force if they can be given effect without the invalid <br />portion. <br />SECTION 3. All ordinances and resolution or parts of ordinances or resolutions in <br />conflict with this ordinance are repealed. <br />SECTION 4. The importance of this Ordinance creates an emergency and an imperative <br />• public necessity, and the provisions of the Charter requiring that ordinances be presented <br />at three separate meetings, and that ordinances do not take effect until ten days after the <br />date of its final passage are suspended, and this Ordinance will take effect upon <br />publication of notice of its adoption in a newspaper of general circulation within the City.
