He stated he is speaking for <br />all seniors and disabled citizens of San Marcos. He stated State <br />Legislation passed Proposition 13. He stated this Proposition gives <br />County and City government the authority to cap taxes on homesteads for <br />senior citizens and the disabled. He encouraged the Council to pass a <br />IResolution approving Proposition 13. 2) Camille Phillips stated she <br />feels the voters did not elect the Council to make the decision regarding <br />the hotel/convention center project. She also stated she is circulating a <br />petition to force a vote for the issuance of certificates of obligation <br />
