69. MINUTES OF THE EMERGENCY MEETING OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, FEBRUARY 11, 2003 PRESENT: Mayor Mayor Pro-Tem Deputy Mayor Pro-Tem Council Members Robert B. Habingreither Paul Mayhew Martha Castex Tatum Ed Mihalkanin Jacob Montoya Susan Narvaiz Bill Taylor City Manager City Clerk City Attorney Director of Adm. Services Dan O'Leary Janis K. Womack Mark Taylor Collette Jamison Also present: Jan Clark, Stephanie Garcia, Shelley Goodwin and others. Mayor Habingreither called the meeting to order at 12:00 p.m. Mayor Habingreither introduced for consideration an Ordinance on second reading, the caption which was read as follows: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, ORDERING A GENERAL ELECTION TO BE HELD ON MAY 3, 2003 FOR THE PURPOSE OF ELECTING A CITY COUNCIL MEMBER, PLACE 5, AND A CITY COUNCIL MEMBER PLACE 6; ESTABLISHING EARLY VOTING LOCATIONS AND POLLING PLACES FOR THIS ELECTION; MAKING PROVISIONS FOR THE CONDUCT OF THE ELECTION; AND DECLARING AN EFFECTIVE DATE. Mr. Mayhew moved for approval of the Ordinance on second reading and Ms. Tatum seconded the motion. Mayor Habingreither stated the property the Hispanic Chamber of Commerce is asking for is only .22% of the City's parkland. He also stated the Council just approved $30,000.00 for parkland improvements. He feels providing the land for the Hispanic Chamber of Commerce would be good for all citizens. Mayor Habingreither moved to amend the Ordinance by adding the 2.00 acres to Hispanic Chamber of Commerce to the Ordinance, and Mr. Taylor seconded the motion. On roll call the following vote was recorded: AYE: Montoya, Habingreither and Taylor. NAY: Mihalkanin, Narvaiz, Mayhew and Tatum. ABSTAIN: None. The motion failed. On roll call for approval of the Ordinance on second reading the following vote was recorded:
