Mr. Breihan seconded the motion. The minutes <br />were approved unanimously with Mr. James abstaining. Mr. James moved <br />the minutes of the special meeting held February 4, 1980 be approved. <br />Mr. Tenorio seconded the motion which passed unanimously. <br /> <br />The Mayor introduced for consideration appointments to the Parks & <br />Recreation Board. Humberto Serna, Herman Caviel, Gene Funk, Patty <br />Sullivan and Dr. James Crawford were nominated for this Board. Mr. <br />Tenorio moved to approve these appointments. Mr. Cavazos seconded <br />the motion which which passed unanimously. Raymond Johnson, J.R. <br />Thornton, John Dorbandt, Frank Arredondo and Fred Guerra were nominated <br />to the Central Texas Higher Education Authority. Mr. Breihan <br />moved to approve these nominations. Mr. Tenorio seconded the motion <br />which passed unanimously. Mr. Hansen introduced consideration of <br />appointments to the Master Plan Blue Ribbon Committee to represent <br />the neighborhoods. The list of appointments made is as follows: <br />Dunbar, Mrs. Ollie Giles; Forest Hills, Mrs. Hilda Carlisle; Heritage, <br />Gwenn Smith; Holland Area, Bob Hefner; Hughson Heights, John Durrett; <br />Oak Heights, Mancil Mitchell; Rio Vista, Mike Mendoza; Southwest <br />Hills, Ken Moss; Springlake Hills, Gene Swinney; Sunset Acres, Augustin <br />Lucio, Jr.; Two Rivers, Sheryl Anderson; Victory Gardens, Naomi Cuevas. <br />Appointments at large made by the Greater San Marcos Area Council of <br />Neighborhood Associations are: Ruben Ruiz, Carl Anderson, Dr. Michael <br />L. Abbott, Dr. Gonzalo Garza, Dr. Stanley Sisson, Rev. Alphonso Washington <br />Mrs. Frances Emery, Gordon Thompson, Gene Phillips, John Morrisset, <br />W.C. Carson and Ms. Diane Sanders. Mr. Cavazos moved the appointments <br />be formally received. Mr. Tenorio seconded the motion, which passed <br />unanimously. <br /> <br />The Mayor issued a proclamation declaring February 11 through 17, 1980 <br />as LULAC week. Representatives of LULAC were present to accept the <br />proclamation. <br /> <br />The Mayor introduced for consideration an Ordinance on third and final <br />reading having the following caption: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE <br />CITY OF SAN MARCOS, TEXAS, AMENDING ORDINANCE <br />1972-7, ADOPTED ~ffiRCH 13, 1972, WHICH ESTABLISHED <br />AND REGULATED VARIOUS FEES AND CHARGES FOR CABLE <br />TELEVISION SERVICE WITHIN SAID CITY, BY <br />INCREASING THE MONTHLY SERVICE CHARGE TO <br />SEVEN DOLLARS AND FIFTY CENTS ($7.50) AND <br />DECLARING AN EFFECTIVE DATE. <br />
