Womack <br />Mark Taylor <br /> <br />Also Present: Scott Maier, Melissa Millecam, Collette Duran, Mike <br />Todd, Karen Yager, Suzanne Badger, and Bridgette Moffett. <br /> <br />Mayor Moore called the meeting to order at 7:00 p.m. <br /> <br />Mayor Moore introduced for consideration approval of an Ordinance on <br />first reading (public hearing held February lO, 19~7), the caption <br />which was read as follows: <br /> <br />\ <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITy'OF SAN MARCOS, <br />TEXAS, REPLACING THE TARIFF FOR WATER SERVICE FOR CUSTOMERS OF <br />THE ELIM WATER COMPANY, INC. WITH THE RATES, FEES, CHARGES AND <br />BILLING PROCEDURES APPLICABLE TO THE CITY'S WATER SYSTEM; <br />PROVIDING FOR PENALTIES; AND INCLUDING PROCEDURAL PROVISIONS. <br /> <br />Ms. Hughson moved for approval of the Ordinance on first reading and <br />Mr. Mihalkanin seconded the motion. .Mr. Gilley advised the Council <br />the City will be refunding deposits where applicable as soon as <br />possible. Mr. Gilley stated the approximately 800 users of Elim <br />will see a reduction in water rates, and some will see larger bills <br />because of our inverted block rate. There are few commercial users <br />on the Elim system. Mr. Gilley stated the City will encourage the <br />Elim customers to follow the City's conservation plan and will send <br />newsletters and copies of the conservation plan to the Elim <br />customers. Mr. Taylor stated a plan can be enforced with the <br />delivery of service. Elim has a plan in place now with nö fine <br />attached, but customers could lose their meters. The City can adopt <br />a policy similar to Elim's for those customers outside the City <br />limits. Mr. Hart stated the City may need to create another rate <br />structure with these customers coming on line. Mr. Gilley stated we <br />have the historical records on Elim's customers. The transaction <br />closed yesterday, and there was tremendous work on the part of many. <br />It was a complicated process and thinks the City will be pleased to <br />have the Elim system as part of the City. Mayor Moore stated the <br />Council is grateful for Staff's hard work. The Council voted <br />unanimously for approval of the Ordinance on first reading. <br /> <br />Mayor Moore introduced for consideration adoption of an Ordinance on <br />third and final reading, the caption which was read as follows: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS, ORDERING A JOINT GENERAL AND SPECIAL ELECTION BY THE <br />CITY AND THE SAN MARCOS CONSOLIDATED INDEPENDENT SCHOOL <br />DISTRICT TO BE HELD ON MAY 3, 1997, FOR THE PURPOSE OF ELECTING <br />A CITY COUNCIL MEMBER, PLACE 5, AND A CITY COUNCIL MEMBER, <br />PLACE 6; AND TO BE HELD WITHIN THE BOUNDARIES OF THE SCHOOL <br />DISTRICT FOR THE PURPOSE OF ELECTING TWO SCHOOL DISTRICT BOARD <br />OF TRUSTEES MEMBERS AT LARGE; SUBMITTING TO THE VOTERS A <br />PROPOSITION REGARDING AN INITIATIVE ORDINANCE PERTAINING TO THE <br />THERAPEUTIC USE OF MARIJUANA FOR SERIOUS MEDICAL DISORDERS; <br />ESTABLISHING EARLY VOTING LOCATIONS AND POLLING PLACES FOR THIS <br />ELECTION; MAKING PROVISIONS FOR THE CONDUCT OF THE. ELECTION; <br />AND DECLARING AN EFFECTIVE DATE. <br /> <br />* Mr. Guerra not present at this meeting. <br />
