<br /> 106 <br /> RESOLUTION NO. 4 R <br /> A RESOLUTION OF THE CITY COUNCIL OF THE <br /> CITY OF SAN MARCOS, TEXAS, SUPPORTING THE <br /> APPLICATION ACTIONS FOR PRIVATE, LOCAL, <br /> STATE AND FEDERAL FUNDING BY THE CAPITAL <br /> AREA RURAL TRANSPORTATION SYSTEM FOR THE <br /> IMPLEMENTATION OF A REGULAR ROUTE <br /> TROLLEY-BASED SYSTEM FOR OPERATION IN THE <br /> CITY OF SAN MARCOS; AND DECLARING AN <br /> EFFECTIVE DATE. <br /> WHEREAS, the City Council on September 23, 1989 did <br /> approve the creation of a Public Transportation Committee to <br /> study the feasibility of establishing a public transportation <br /> system in the City; and <br /> WHEREAS, the Public Transportation Committee has held a <br /> series of regular meetings to study the issue thoroughly, and <br /> has through the Capital Area Rural Transportation System <br /> ("CARTS") engaged transportation consultants to prepare a <br /> final system design and implementation plan; and <br /> WHEREAS, the Committee has reviewed and endorsed this <br /> plan for final system design and implementation for a regular <br /> route public transit system for the City; and <br /> WHEREAS, the Committee conducted a public hearing on the <br /> system design to receive the public's input on the final <br /> system design; and <br /> WHEREAS, CARTS has agreed to proceed in the required <br /> processes for grant application preparation, public <br /> information activities and other steps required for system <br /> implementation; and <br /> WHEREAS, the Public Transportation Committee has by <br /> unanimous vote recommended to the San Marcos City Council the <br /> implementation of a four trolley-based public transit system <br /> and has requested that the Council through resolution <br /> implement those processes required to secure funding for the <br /> implementation and operation of the system; now, therefore, <br /> BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SAN <br /> MARCOS, TEXAS: <br /> PART 1. That the City of San Marcos supports the <br /> application(s) of CARTS for those federal, state, local and <br /> private funds required for the implementation of a public <br /> transit system for the City of San Marcos, as recommended by <br /> the Public Transportation Committee appointed to study the <br /> feasibility of establishing such a system. <br /> PART 2. That the City of San Marcos recognizes that a <br /> local financial commitment is necessary for the proposed <br /> transit system to be granted federal and state funding and <br /> instructs the City Manager to work with CARTS and its agents <br /> to determine the level and potential sources of this <br /> commitment for the Council's review and action. <br /> PART 3. That this Resolution shall be in full force and <br /> effect immediately from and after its passage. <br /> ADOPTED this the 27th January , 1992. '" <br /> M.
