<br />,4 AN ORDINANCE OF THE CITY COUNCIL OF THE CITY
<br />OF SAN MARCOS, TEXAS AMENDING THE CITY BUDGET
<br />ORDINANCE FOR THE 1991-1992 FISCAL YEAR TO
<br />PROVIDE FUNDING FOR THE NORTHWEST WATER SYSTEM
<br />IMPROVEMENTS, SPRINGLAKE PUMP STATION, RANCH
<br />ROAD 12 WATER LINE, SUNSET ACRES SANITARY
<br />SEWER, CLARA STREET SEWER LINE REPLACEMENT,
<br />RIVER ROAD RECONSTRUCTION, POST ROAD-SPRING
<br />LAKE WATER LINE, POST ROAD-UHLAND ROAD WATER
<br />LINE, RIO VISTA WATER LINE REPLACEMENT, SUNSET
<br />ACRES WATER SYSTEM IMPROVEMENTS, SPRING LAKE
<br />WATER SYSTEM EXTENSION, RIVER ROAD WATER LINE
<br />EXTENSION, IH-35-RIVER ROAD WATER LINE, AND
<br />RIVER ROAD-TREATMENT PLANT WATER LINE
<br />PROJECTS: AND DECLARING AN EMERGENCY.
<br />
<br />WHEREAS, after publication of notice on July 21, 1991, the City
<br />Council of the City of San Marcos, Texas, held a publ ic hearing on
<br />August 12, 1991, on the budget proposed by the City Manager for said
<br />City for the fiscal year beginning October 1, 1991: and,
<br />
<br />WHEREAS, at the public hearing all interested persons were given
<br />an opportunity to be heard for or against any item or the amount of any
<br />item therein contained: and,
<br />
<br />WHEREAS, after this public hearing, the City Council adopted the
<br />budget for the City for the fiscal year beginning October 1, 1991 and
<br />ending on September 30, 1992, on September 9, 1991: and,
<br />
<br />\^lHEREAS, this budget set forth itemized estimates of the expense
<br />of conducting the San Marcos municipal government for that fiscal year
<br />and appropriated money for the various funds and purposes of such
<br />estimate: and,
<br />
<br />WHEREAS, in accordance with Section 8.16 of the City Charter of
<br />the City of San Marcos, Texas, the City Council declares that a public
<br />necessity exists which requires amendment of the budget: now,
<br />therefore,
<br />
<br />BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF SAN MARCOS,
<br />TEXAS:
<br />
<br />SECTION 1. That the City Budget Ordinance for the 1991-1992
<br />Fiscal Year is hereby amended as set forth in the attached Exhibit A,
<br />in order to provide funding for the Northwest water system
<br />improvements, Spring Lake Pump Station, Ranch Road 12 water line,
<br />Sunset Acres sanitary sewer, Clara Street sewer line replacement, River
<br />Road reconstruction, Post Road-Spring Lake water line, Post Road-Uhland
<br />Road water line, Rio Vista water line replacement, Sunset Acres water
<br />system improvements, Spring Lake water system extensipn, River Road
<br />water line extension, IH-35 River Road water line, and River
<br />Road-Treatment Plant water line projects.
<br />SECTION 2. That these revisions and reappropriations which shall
<br />be the amended budget for the City of San Marcos, Texas, for the fiscal
<br />year 1991-1992 beginning October 1, 1991 and ending on September 30,
<br />1992, are hereby approved and adopted.
<br />
<br />SECTION 3. That the importance of this Ordinance creates an
<br />emergency and an imperative public necessity so that the provisions of
<br />the Charter requiring that ordinances shall be presented at three
<br />separate meetings and that no ordinance shall become effective until
<br />the expiration of ten (IØ) days following the date of its final passage
<br />be suspended, and these provisions are hereby suspended, and this
<br />Ordinance shall take effect and be in full force and effect from and
<br />after its adoption and after its publication in a newspaper of general
<br />circulation within the City as provided by the City Charter of the City
<br />of San Marcos.
