<br />38 <br /> <br />RESOI1JTION 1981-1 R <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY <br />OF SAN MARCOS, TEXAS DECLARING THE POLICY OF <br />SAID CITY COUNCIL FOR THE REAPPOINTMENT OF <br />MEMBERS OF BOARDS, CO~~ISSIONS AND AUTHORITIES <br />OF SAID CITY TO THE SAME BOARD, COMMISSION OR <br />AUTHORITY AND DECLARING AN EFFECTIVE DATE. <br /> <br />WHEREAS, the City Council of the City of San Marcos, Texas <br />wishes to encourage the widest possible participation among the <br />citizens of said City in the affairs of the City; and, <br /> <br />WHEREAS, service on the various boards, commissions and <br />authorities of the city is an excellent method of such participation; <br />and, <br /> <br />WHEREAS, the Council believes there are a large number of <br />persons in the City of San Marcos who are willing to give of <br />their time and expertise to serve on the city's boards, commissions <br />and authorities; and, <br /> <br />WHEREAS, it is desire of the Council to increase the selection <br />of persons for appointment to boards, commissions and authorities <br />from among that group of willing citizens who have not had the <br />opportunity to serve on a particular board, commission or authority <br />while preserving continuity by considering the reappointment of <br />those members willing to serve a seond term; now, therefore, <br /> <br />BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS: <br /> <br />PART 1. That it shall be the policy and practice of the <br />City Council of the City of San Marcos, Texas to limit the service <br />of a person on a board, commission or authority of said City to <br />two consecutive terms, provided that said policy and practice shall <br />not affect the completion of the term of office of any person <br />currently serving as a member of a board, commission or authority <br />of said City. <br /> <br />PART 2. That the City Council of said City shall not appoint <br />a person to a term of office on a board, commission or authority <br />of said City if the person being considered for said appointment <br />has served two consecutive terms of office on the board, commission <br />or authority immediately prior to the term for which appointment <br />is being considered. <br /> <br />PART 3. That, for purposes of this resolution and the actions <br />taken pursuant to it, a person shall have served a term of office <br />on a particular board, commisison or authority of the City if the <br />person has served more than one-half (~) of a regular term of <br />office on the board, commission or authority. <br /> <br />PART 4. That a person who is not eligible for appointment <br />to a board, commission or authority of said City pursuant to the <br />terms of Parts 1 and 2 of this resolution shall become eligible <br />for appointment to the board, commission or authority at the end <br />of a period of time which shall be equal to one regular term of <br />office on the board, commission or authority. <br /> <br />PART 5. That a person who is not eligible for appointment <br />to a board, commission or authority of said City pursuant to the <br />terms of this resolution shall not be considered ineligible for <br />appointment to any other board, commisison or authority of said <br />Ci ty . <br /> <br />PART 6. That dlLrectors of the Central Texas Higher Education <br />Authority shall be excluded from the terms of this resolution. <br />
