l37 MINUTES OF THE SPECIAL MEETING OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, FEBRUARY 22, 1983 PRESENT: Mayor Emmie Craddock Council Members Karl W. Brown Gerald G. Farr John A. Kreczmer Jaime Moore Tess Norris City Manager A. C. Gonzalez City Secretary Janis K. Womack City Attorney Barbara Jean Edwards Director of Finance Earl Williams Director of Public Works George Boeker Chief of Police Myron Galchutt City Planner Joe Garza Also Present: Olga Garza, Jeff Watkins, Jerri Martin, Nina pryatel, Bill Fly, Ken Long, Mike Chapman, Daniel Brown, A. D. Carroll, Rick Fisher, Henry Kyle, Gwen Smith, Jackie Matthys, Lee Head, Fred Guerra, John Grant, Ken Kraus, Roger Storey, Betty Kissler, Ted Breihan and others. Mayor Craddock called the meeting to order at 4:00 o'clock p.m. Mr. Lee Head of Freese and Nichols presented the Council with a Water Analysis Report. Mr. Head reviewed with the Council the City's water use projections and recommended improvements to be done between the years of 1983-1987. The construction costs included recommendations that would take care of the needs of the City's water needs through the year 2000. Mayor Craddock introduced for consideration the adoption of a Resolu- tion approving an agreement of lease with the Hays County Women's Center for provision of a site for the services of the Center. Mayor Craddock then tabled the matter because the metes and bounds descrip- tion was not yet available to be included in the lease, and Mrs. Norris seconded the motion, which passed unanimously. Mayor Craddock introduced for consideration the adoption of a Resolu- tion, the caption which was read as follows: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, APPROVING THE TERMS AND CONDITIONS OF AN AGREEMENT FOR EXCHANGE OF PROPERTY BETWEEN SAID CITY AND THE BOARD OF REGENTS, TEXAS STATE UNIVERSITY SYSTEM; AUTHORIZING THE MAYOR OF SAID CITY TO EXECUTE SAID AGREEMENT ON BEHALF OF SAID CITY AND DECLARING AN EFFECTIVE DATE. Mrs. Norris moved for the adoption of the Resolution and Mr. Farr se- conded the motion. Mr. Henry Kyle reiterated his prior comments that the City was giving their own property to SWT and that they should re- view the matter before doing so. Mayor Craddock stated the agreement merely formalizes access to City Park and that our City Attorney, Hays County Abstract Company and the Attorney General dispute Mr. Kyle's statements. It is their feeling the property belongs to the Uni- versity. The Council unanimously voted in favor of the Resolution. The meeting adjourned at 4:29 p.m. on motion made by Mrs. Norris and seconded by Mr. Farr.
