- - ()' 13 ~ <r: --= ORDINANCE NO.1 991 - 15 ",--AN ORDINANCE OF THE CITY COUNCIL OF THE CITY 5lijbF SAN MARCOS, TEXAS AMENDING THE CITY BUDGET - ORDINANCE FOR THE 199Ø-1991 FISCAL YEAR TO ~ PROVIDE FUNDING FOR THE POSITION OF DIRECTOR ~~- OF THE SAN MARCOS ELECTRIC UTILITY; AND _.c. ~ DECLARING AN EFFECTIVE DATE. WHEREAS, after publication of notice on July 13, 199Ø, the City Council of the City of San Marcos, Texas, held a public hearing on July 3Ø, 199Ø, on the budget proposed by the City Manager for said City for the fiscal year beginning October 1, 199Ø; and, WHEREAS, at the public hearing all interested persons were given an opportunity to be heard for or against any item or the amount of any item therein contained; and, WHEREAS, after this public hearing, the City Council adopted the budget for the City for the fiscal year beginning October 1, 199Ø and ending on September 30, 1991, on August 27, 199Ø; and, WHEREAS, this budget set forth itemized estimates of the expense of conducting the San Marcos municipal government for that fiscal year and appropriated money for the various funds and purposes of such estimate; and, WHEREAS, in accordance with Section 8.16 of the City Charter of the City of San Marcos, Texas, the City Council declares that a public necessity exists which requires amendment of the budget; now, therefore, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF SAN HARCOS, TEXAS: SECTION 1. That the City Budget Ordinance for the 199Ø-1991 Fiscal Year is hereby amended as set forth in the attached Exhibit A in order to provide funding for the position of Director of San Marcos Electric Utility. SECTION 2. That these revisions and reappropriations which shall be the amended budget for the City of San Marcos, Texas, for the fiscal year 199Ø-1991 beginning October 1, 199Ø and ending on September 30, 1991, are hereby approved and adopted. SECTION 3. That the Director position for which funding is provided in this ordinance shall be an employee of the City to serve as liaison between and among the City and the San Marcos Electric Utility Board. The Director, in directing the day-to-day activities of the Electric Utility, shall be a department head within the City's organizational structure, and shall be responsible to the City Hanager of the City. SECTION 4. That this Ordinance shall be in effect ten (lØ) days from and after its passage, and it shall be published in a newspaper of general circulation in the area as required by the Charter of the City of San Marcos, Texas.
