<br /> 45 <br /> MINUTES OF THE SPECIAL MEETING OF THE <br /> CITY COUNCIL OF THE CITY OF SAN MARCOS, <br /> TEXAS, APRIL 4, 1983 <br /> PRESENT: Mayor Emmie Craddock <br /> Council Members Karl W. Brown <br /> Gerald G. Farr <br /> John A. Kreczmer <br /> Jaime Moore <br /> Tess Norris <br /> Fred Guerra <br /> Betty Jane Kissler <br /> City Manager A. C. Gonzalez <br /> City Secretary Janis K. Womack <br /> City Attorney Barbara Jean Edwards <br /> Also Present: Jesse Guerra, Jerri Martin, Jeff Watkins, Olga Garza, <br /> Nina Prya tel, Karen Brown, Bill Liddle, Jack Lindstrom, Jane Wilson <br /> and others. <br /> Mayor Craddock called the meeting to order at 5:30 p.m. <br /> Mayor Craddock advised the Council would canvass the returns of the <br /> Regular Election held April 2, 1983. Mrs. Norris certified as to <br /> the correctness of the returns from Precincts 11 and 12, Mr. Moore <br /> for Precincts 13 and 14, Mayor Craddock for Precincts 16 and 20, John <br /> Kreczmer for Precincts 30 and 34, Gerald Farr for Precincts 36 and <br /> 44 and Karl Brown for Precincts 45 and 46, and Mayor Craddock for <br /> the Absentee Boxes at City Hall and the School Administration. <br /> Mayor Craddock introduced for consideration the adoption of an Ordin- <br /> ance on emergency, the caption which was read as follows: <br /> AN ORDINANCE OF THE CITY COUNCIL OF THE CITY <br /> OF SAN MARCOS, TEXAS, CANVASSING RETURNS AND <br /> DECLARING RESULTS OF THE REGULAR CITY ELEC- <br /> TION HELD APRIL 2, 1983, FOR THE PURPOSE OF <br /> ELECTING A COUNCIL MEMBER, PLACE ONE; COUNCIL <br /> MEMBER, PLACE TWO; COUNCIL MEMBER, PLACE FOUR; <br /> APPROVING OR REJECTING A RESOLUTION MANDATING <br /> THAT THE CITY COUNCIL TAKE ACTION IN SUPPORT <br /> OF THE PROPOSAL FOR A BILATERAL NUCLEAR WEAPONS <br /> FREEZE AND DECLARING AN EMERGENCY. <br /> Mrs. Norris moved for the adoption of the Ordinance and Mr. Kreczmer <br /> seconded the motion, which passed unanimously. <br /> Mayor Craddock then issued Certificates of Election to the elected <br /> Council Members and the City Secretary administered the Oaths of <br /> Office, copies being attached hereto. <br /> Mr. Farr then moved to amend the above Ordinance declaring the results <br /> of the Election held April 2, 1983 to reflect the results of the <br /> Election, as follows: SECTION 2. A. elected Council Member, Place <br /> One of the City of San Marcos: "Karl Brown"; SECTION 2. B. elected <br /> Council Member, Place Two for the City of San Marcos: "Fred Guerra"; <br /> SECTION 2. C. elected Council Member, Place Four for the City of San <br /> Marcos: "Betty Jane Kissler" and SECTION 2. D. . . . "proposal for a <br /> bilateral nuclear weapons freeze was 'approved' by a majority of the <br /> qualified voters voting at said election." Mr. Moore seconded the <br /> motion, which passed unanimously. The City Secretary then read into <br /> the record a tabulation of the results of the election, which is at- <br /> tached to said Ordinance. <br />
