45 MINUTES OF THE SPECIAL MEETING OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, APRIL 4, 1983 PRESENT: Mayor Emmie Craddock Council Members Karl W. Brown Gerald G. Farr John A. Kreczmer Jaime Moore Tess Norris Fred Guerra Betty Jane Kissler City Manager A. C. Gonzalez City Secretary Janis K. Womack City Attorney Barbara Jean Edwards Also Present: Jesse Guerra, Jerri Martin, Jeff Watkins, Olga Garza, Nina Prya tel, Karen Brown, Bill Liddle, Jack Lindstrom, Jane Wilson and others. Mayor Craddock called the meeting to order at 5:30 p.m. Mayor Craddock advised the Council would canvass the returns of the Regular Election held April 2, 1983. Mrs. Norris certified as to the correctness of the returns from Precincts 11 and 12, Mr. Moore for Precincts 13 and 14, Mayor Craddock for Precincts 16 and 20, John Kreczmer for Precincts 30 and 34, Gerald Farr for Precincts 36 and 44 and Karl Brown for Precincts 45 and 46, and Mayor Craddock for the Absentee Boxes at City Hall and the School Administration. Mayor Craddock introduced for consideration the adoption of an Ordin- ance on emergency, the caption which was read as follows: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, CANVASSING RETURNS AND DECLARING RESULTS OF THE REGULAR CITY ELEC- TION HELD APRIL 2, 1983, FOR THE PURPOSE OF ELECTING A COUNCIL MEMBER, PLACE ONE; COUNCIL MEMBER, PLACE TWO; COUNCIL MEMBER, PLACE FOUR; APPROVING OR REJECTING A RESOLUTION MANDATING THAT THE CITY COUNCIL TAKE ACTION IN SUPPORT OF THE PROPOSAL FOR A BILATERAL NUCLEAR WEAPONS FREEZE AND DECLARING AN EMERGENCY. Mrs. Norris moved for the adoption of the Ordinance and Mr. Kreczmer seconded the motion, which passed unanimously. Mayor Craddock then issued Certificates of Election to the elected Council Members and the City Secretary administered the Oaths of Office, copies being attached hereto. Mr. Farr then moved to amend the above Ordinance declaring the results of the Election held April 2, 1983 to reflect the results of the Election, as follows: SECTION 2. A. elected Council Member, Place One of the City of San Marcos: "Karl Brown"; SECTION 2. B. elected Council Member, Place Two for the City of San Marcos: "Fred Guerra"; SECTION 2. C. elected Council Member, Place Four for the City of San Marcos: "Betty Jane Kissler" and SECTION 2. D. . . . "proposal for a bilateral nuclear weapons freeze was 'approved' by a majority of the qualified voters voting at said election." Mr. Moore seconded the motion, which passed unanimously. The City Secretary then read into the record a tabulation of the results of the election, which is at- tached to said Ordinance.
