<br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY
<br />OF SAN MARCOS, TEXAS AMENDING THE CITY BUDGET
<br />ORDINANCE FOR THE 199Ø-1991 FISCAL YEAR TO
<br />PROVIDE FUNDING FOR THE 1991 TML ANNUAL
<br />CONFERENCE EXHIBITION BOOTH FEE AND DECLARING
<br />AN EMERGENCY.
<br />
<br />WHEREAS, after publication of notice on July 13, 199Ø, the City
<br />Council of the City of San Marcos, Texas, held a public hearing on July
<br />3Ø, 199Ø, on the budget proposed by the City Manager for said City for
<br />the fiscal year beginning October 1, 199Ø¡ and,
<br />
<br />mIEREAS, at the public hearing all interested persons were given
<br />an opportunity to be heard for or against any item or the amount of any
<br />item therein contained¡ and,
<br />
<br />WHEREAS, after this public hearing, the City Council adopted the
<br />budget for the City for the fiscal year beginning October 1, 199Ø and
<br />ending on September 30, 1991, on August 27, 199Ø¡ and,
<br />
<br />WHEREAS, this budget set forth itemized estimates of the expense
<br />of, conducting the San Marcos municipal government for that fiscal year
<br />and appropriated money for the various funds and purposes of such
<br />estimate¡ and,
<br />
<br />WHEREAS, in accordance with Section 8.16 of the City Charter of
<br />the City of San Marcos, Texas, the City Council declares that a public
<br />necessity exists which requires amendment of the budget¡ now,
<br />therefore,
<br />
<br />BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF SAN MARCOS,
<br />TEXAS:
<br />
<br />SECTION 1. That that the City Budget Ordinance for the 199Ø-1991
<br />Fiscal Year is hereby amended as set forth in the attached Exhibit A,
<br />in order to provide funding for the 1991 TML Annual Conference
<br />Exhibition Booth Fee.
<br />
<br />SECTION 2. That these revisions and reappropriations which shall
<br />be the amended budget for the City of San Marcos, Texas, for the fiscal
<br />year 199Ø-1991 beginning October 1, 199Ø and ending on September 30,
<br />1991, are hereby approved and adopted.
<br />
<br />SECTION 3. That the importance of this Ordinance creates an
<br />emergency and an imperative public necessity so that the provisions of
<br />the Charter requiring that ordinances shall be presentèd at three
<br />separate meetings and that no ordinance shall become effective until
<br />the expiration of ten (lØ) days following the date of its final passage
<br />be suspended, and these provisions are hereby suspended, and this
<br />Ordinance shall take effect and be in full force and effect from and
<br />after its adoption and after its publication in a newspaper of general
<br />circulation within the City as provided by the City Charter of the City
<br />of San Marcos.
