<br /> 89 <br /> Rr~~OUÎTION 1990- 20 R <br /> ~- <br /> A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN <br /> [\1ARCOS, TEXAS, RECOGNIZING THE IMPORTANCE OF A FULL <br /> CENSUS COUNT OF ALL RESIDENTS OF THE CITY IN 1990; AND <br /> DECLARING AN EFFECTIVE DATE. <br /> WHEREAS, the Federal decennial Census is the means this nation <br />utilizes to determine the population of states and localities; and, <br /> WHEREAS, more than fifty federal programs utilize Census data for <br />allocation of federal funds; and, <br /> WHEREAS, the Census is the basis for reapportionment of federal, <br />state and local offices; and, <br /> WHEREAS, in 1980 the Census Bureau missed 1 percent of the general <br />population and 5.9 percent of the Hispanic and Black populations; and, <br /> WHEREAS, it is the mission and legal obligation of the Census to <br />count every person regardless of their residency status; and, <br /> WHEREAS, in 1980 many residents failed to complete the Census <br />questionnaire for fear that their residency would be disclosed, and the <br />Census Bureau has alleviated this fear by assuring the confidentiality <br />of 1990 Census information; and, <br /> WHEREAS, the Census Bureau is relying on the cooperation of state <br />and local governments to assist in the promotion of the 1990 Census; <br />now, therefore, <br /> BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS: <br /> PART 1. That the City Council recognizes the importance of a full <br />Census count of all residents of the City for the benefit of the entire <br />community. <br /> PART 2. That the City Council urges all persons residing in the <br />City to respond to the Census questionnaires fully and to promptly <br />return them by mail to the Census office. <br /> PART 3.
