<br /> 86 <br /> RESOLUTION 1989-23R <br /> A RESOLUTION OF THE CITY COUNCIL OF THE CITY <br /> OF THE CITY OF SAN MARCOS, TEXAS APPROVING THE <br /> TERMS AND CONDITIONS OF A TEXAS COMMUNITY <br /> DEVELOPMENT PROGRAM/ECONOMIC DEVELOPMENT GRANT <br /> CONTRACT, AUTHORIZING THE MAYOR TO EXECUTE <br /> SAID AGREEMENT AND TO MAKE CERTAIN <br /> CERTIFICATIONS WITH REGARD TO SAID GRANT, AND <br /> DECLARING AN EFFECTIVE DATE. <br />WHEREAS, the City of San Marcos desires to conduct an economic <br />development program in a non-entitlement area under Title I of the <br />Housing and Community Development Act of 1974, as amended, by <br />providing funds for land acquisition to Environmental Projections <br />Systems, Inc.; and, <br />WHEREAS, said economic development project is designed to expand <br />an existing business, Environmental Projection Systems, Inc. , <br />through purchasing and renovating an existing building and <br />creating an additional fifteen (15) jobs of which ten (10) will be <br />provided to low and moderate income individuals within the City of <br />San Marcos, Texas; and, <br />WHEREAS, the Texas Department of Commerce will grant funds not to <br />exceed $160,000.00 to the City of San Marcos, Texas to assist said <br />City in conducting said economic development program; now, <br />therefore, <br />BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS: <br />PART 1. That the terms and conditions of a contract with the <br />Texas Department of Commerce for a Texas Community Development <br />Program/Economic Development Project and grant of funds in <br />connection with Environmental Projections Systems, Inc., a copy of <br />said contract being attached hereto as Attachment A and being <br />incorporated herein for all purposes, are hereby approved. <br />PART 2. That the Mayor of the City of San Marcos, Texas, Kathy M. <br />Morris, is authorized to execute said contract on behalf of said <br />City. <br />PART 3. That the Mayor of the City of San Marcos, Texas, Kathy M. <br />Morris, is hereby authorized to certify with respect to the <br />expenditure of funds provided under said economic development <br />contract those things which are attached as Exhibit "E" to said <br />Attachment A. <br />PART 4.
