<br /> 88 <br /> RP~OLUTION 1990- Ie R <br /> A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN <br /> MARCOS, TEXAS, REQUESTING COMPLIANCE BY THE CITIZENS OF <br /> SAN MARCOS WITH VOLUNTARY WATER CONSERVATION MEASURES <br /> FOR THE PROTECTION OF THE EDWARDS AQUIFER; AND <br /> DECLARING AN EFFECTIVE DATE. <br /> WHEREAS, the City of San Marcos relies entirely upon the waters of <br />the Edwards Underground Aquifer for our municipal water supply and as <br />the source of the San Marcos Springs and San Marcos River, upon which <br />our lives and economy depend; and, <br /> WHEREAS, the Edwards Aquifer, the sole source of water for San <br />Marcos and 1.3 million people in five counties, is approximately 25 <br />feet below its historic average level for the winter months at the <br />J-17 index well in San Antonio due to high water consumption and the <br />lack of rainfall; and, <br /> WHEREAS, this serious decline in the level of the acquifer has <br />reduced the flow of the San Marcos springs and, correspondingly, the <br />level of the San Marcos River, raising concern about the status of the <br />springs and river during the summer season for 1990; and, <br /> WHEREAS, only 25.84 inches of rain fell in San Marcos during 1989, <br />compared to the historic average of 33.75 inches, raising our rainfall <br />deficit for the past two years to 20.16 inches and increasing concerns <br />abou t drought conditions in the Edwards Aquifer region; and, <br /> WHEREAS, the City of San Marcos plans to implement the Drought <br />Management Plan adopted by the Edwards Underground Water District, and <br />under this plan current conditions place the aquifer close to the <br />Stage I IIWater Awarenessll which calls for 10% voluntary water <br />conservation; and, <br /> WHEREAS, it is the duty of the City Council of San Marco~ Texas to <br />inform the citizenry in an expeditious manner of the possible severity <br />of drought conditions in 1990 and to implement actions to preserve our <br />water supply and our river and forestall serious water shortages in the <br />corning months; now, therefore, <br /> BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SAN ~1ARCOS , <br />TEXAS: <br /> PART 1. That all individuals, businesses, industries and <br />institutions within San Marcos take immediate steps to comply with <br />voluntary water conservation measures in order to reduce total water <br />consumption by ten percent (10%) by preventing waste and conserving <br />water in all indoor and outdoor uses. <br /> PART 2. That this Resolution shall be in full force and effect <br />from and after its passage. <br /> ADOPTED this 7th day of ifV\r ~,~ <br /> KATHY M.
