The motion carried. <br />33.Consider approval of Ordinance 2013 -55, on the first of two readings, setting the Tax <br />Rate for the 2013 tax year at 53.02 cents on each $100 of taxable value of real and <br />personal property that is not exempt from taxation; levying taxes for the use and <br />support of the Municipal Government of the City for the Fiscal Year beginning October <br />1, 2013 and ending September 30, 2014; providing a Sinking Fund for the retirement of <br />the bonded debt of the City; including procedural provisions; and providing an effective <br />date. <br />MOTION: Upon a motion made by Council Member Guerrero and a second by Council <br />Member Thomason, the City Council voted six (6) for and (1) opposed, Council Member Becak <br />to approve Ordinance 2013 -55 on the first of two readings, the Mayor read the following in <br />accordance with state law: " I move that the property tax rate be increased by the adoption of a <br />tax rate of fifty three and two hundredths cents for each one hundred dollars of assessed <br />valuation of real and personal property, which is effectively a 3.2 percent increase in the tax <br />rate." The motion carried. <br />34.Consider ratification of the tax rate reflected in the proposed budget which will raise <br />more revenue from property taxes than in the previous fiscal year. <br />MOTION: Upon a motion made by Council Member Thomason and a second by Council <br />Member Prather, the City Council voted seven (7) for and none (0) opposed, to ratify the tax rate <br />reflected in the proposed budget which will raise more revenue from property taxes than in the <br />previous fiscal year. The motion carried. <br />35.Discuss and consider an appointment to fill a vacancy on the Main Street Board, and <br />provide direction to staff. <br />MOTION: Upon a motion made by Council Member Porterfield and a second by Council <br />Member Thomason, the City Council voted six (6) for, one abstained, Council Member Prather <br />and none (0) opposed, to approve the appointment of Clint Garza to Main Street Advisory Board, <br />as the Hays County Representative. The motion carried. <br />36.Staff presentation, discussion and possible direction on the adoption of a Complete <br />Streets Ordinance, and provide direction to Staff. <br />MOTION: Upon a motion made by Council Member Guerrero and a second by Council <br />Member Thomaides, the City Council voted seven (7) for and none (0) opposed, to postpone to <br />the September 17, 2013 Regular City Council Meeting. The motion carried unanimously. <br />37.Hold discussion regarding the creation of a Rental Registration Program, and provide <br />direction to Staff. <br />
