San Marcos Code for Drainage Charges; and including procedural provisions; and <br />consider Ordinance 201.3 -48, on the first of two readings. <br />Steve Parker, Assistant City Manager, provided a brief presentation. <br />Mayor Daniel Guerrero opened the public hearing at 8:42 p.m. <br />There being no comments; the public hearing was closed at 8:42 p.m. <br />MOTION: Upon a motion made by Council Member Thomaides and a second by Council <br />Member Prather, the City Council voted six (6) for and one (1) opposed, Council Member Becak <br />to approve Ordinance 2013 -48 on the first of two readings, as previously captioned. The motion <br />carried. <br />24. 00PM Receive a Staff presentation and hold a Public Hearing to receive comments for <br />or against Ordinance 2013 -49, increasing rates established under Sections 86.231 of the <br />City Code; setting rates for water, wholesale water and reclaimed water sales; and <br />including procedural provisions; and consider approval of Ordinance 2013 -49, on the <br />first of two readings. <br />Steve Parker, Assistant City Manager, provided a brief presentation. <br />Mayor Daniel Guerrero opened the public hearing at 8:52 p.m. <br />Dianne Wassenich, San Marcos, addressed the Council and spoke in favor of this increase. She <br />stated that she had reservations because the people that conserve now are now being penalized, <br />as well as, people that just use much water. She suggested providing a rebate instead and hoped <br />the Council would have the CURB look into this further. <br />There being no further comments; the public hearing was closed at 8:55 p.m. <br />MOTION: Upon a motion made by Council Member Prather and a second by Council Member <br />Porterfield, the City Council voted six (6) for and one (1) opposed, Council Member Scott to <br />approve Ordinance 2013 -49 on the first of two readings, as previously captioned. The motion <br />carried. <br />25.7:OOPM Receive a Staff Presentation and hold a Public Hearing to receive comments for <br />or against Ordinance 2013 -50, increasing the rates for Electric Utility Services; and <br />including procedural provisions; and consider approval of Ordinance 2013 -50, on the <br />first of two readings. <br />Steve Parker, Assistant City Manager, provided a brief presentation. <br />Mayor Daniel Guerrero opened the public hearing at 8:58 p.m. <br />There being no comments; the public hearing was closed at 8:58 p.m. <br />
