Mayor Daniel Guerrero opened the public hearing at 8:52 p.m. Dianne Wassenich, San Marcos, addressed the Council and spoke in favor of this increase. She stated that she had reservations because the people that conserve now are now being penalized, as well as, people that just use much water. She suggested providing a rebate instead and hoped the Council would have the CURB look into this further.
