MOTION: Upon a motion made by Council Member Thomason and a second by Council <br />Member Prather, the City Council voted six (6) for and one (1) opposed, Council Member Scott <br />to approve Ordinance 2013 -50 on the first of two readings, as previously captioned. The motion <br />carried. <br />26.7:OOPM Receive a Staff presentation and hold a Public Hearing to receive comments for <br />or against Ordinance 2013 -51, amending the tables in Section 2.2 of the Development <br />Standards and in the Concept Plan for the Blanco River Village Subdivision Planned <br />Development District by removing the average people per unit limits; providing a <br />savings clause; providing for the repeal of any conflicting provisions; and providing an <br />effective date;and consider approval of Ordinance 2013 -51, on the first of two readings. <br />Matt Lewis, Director of Planning and Development Services, provided a brief presentation. <br />Mayor Daniel Guerrero opened the public hearing at 10:04 p.m. <br />Dianne Wassenich, San Marcos, addressed the Council regarding her concerns with development <br />out by Blanco Vista. Mayor Guerrero informed her that she had the incorrect "Blanco" <br />subdivision. <br />Terry Mitchell, representing the applicant, addressed the Council and stated that nothing is <br />changing in the PDD it's just a text change to clarify language in Section 2.2. <br />There being no further comments; the public hearing was closed at 10:07 p.m. <br />MOTION: Upon a motion made by Council Member Thomaides and a second by Council <br />Member Thomason, the City Council voted seven (7) for and none (0) opposed, to approve <br />Ordinance 2013 -51 on the first of two readings, as previously captioned. The motion carried. <br />27.7:OOPM Receive a Staff presentation and hold a Public Hearing to receive comments for <br />or against Ordinance 2013 -52, amending the City's Thoroughfare Plan by changing the <br />designation on the Thoroughfare May for a portion of Uhland Road between Mill Street <br />and Post Road from a maior arterial to a Commercial /Multifamily Collector Street; and <br />including procedural provisions and consider Ordinance 2013 -52, on the first of two <br />readings. <br />Matt Lewis, Director of Planning and Development Services, provided a brief presentation. <br />Mayor Daniel Guerrero opened the public hearing at 9:01 p.m. <br />There being no comments; the public hearing was closed at 9:01 p.m. <br />MOTION: Upon a motion made by Council Member Prather and a second by Council Member <br />Scott, the City Council voted six (6) for and one (1) opposed, Council Member Becak, to <br />approve Ordinance 2013 -52, as previously captioned. The motion carried. <br />
