<br />49 <br />Regular Meeting April 23, 1984 Page 4 <br />Mayor Craddock introduced for consideration approval of an Ordinance <br />on first reading, the caption which was read as follows: <br /> AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN <br /> MARCOS, TEXAS, APPROVING THE PRICE AND CONDITIONS <br /> OF THE SALE BY THE CITY OF SAN MARCOS, TEXAS, OF LOTS <br /> ONE (1), TWO (2) AND THREE ( 3) IN BLOCK EIGHT ( 8), <br /> VICTORY GARDENS, SECTION ONE (1), A SUBDIVISION LO- <br /> CATED IN SAID CITY, TO LUIS FRANCISCO SILGUERO; AUTHOR- <br /> IZING THE MAYOR TO EXECUTE A WARRANTY DEED TO LUIS <br /> FRANCISCO SIL~AND DECLARING AN EFFECTIVE DATE. <br />Mr. Guerra moved for approval of the Ordinance on first reading and <br />Ms. Kissler seconded the motion. Mr. Guerra asked Joe Garza the zon- <br />ing of the property, and Mr. Garza stated it is zoned "Mixed". Mr. <br />Farr expressed concern for "Mixed" zoning where anything can be built. <br />Mr. Guerra asked that the Council be furnished a copy of the bidding <br />process on the Urban Renewal Commission sales. Lee Swift recommended <br />the Council set up through the Housing Authority Board a fund wherein <br />the remainder of funds derived from these land sales be used to pro- <br />vide low interest loans to assist persons wanting to build housing. <br />Mr. Garza advised the Council the Master Plan reflects low density <br />on the land use for this property. Mr. Guerra asked David Valle to define <br />standard and sub-standard. Mr. Valle said standard could be constructed <br />upon and a sub-standard lot could not be used independently. The Coun- <br />cil voted unanimous approval on first reading. <br />Mayor Craddock introduced for consideration approval of an Ordinance on <br />first reading, the caption which was read as follows: <br /> AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN <br /> MARCOS, TEXAS, AMENDING CHAPTER 5 OF THE CODE OF ORDIN- <br /> ANCES OF SAID CITY TO ADD AN ARTICLE TO BE NUMBERED <br /> ARTICLE IV TO ADOPT THE 1982 EDITION OF THE STANDARD <br /> SWIMMING POOL CODE AND DECLARING AN EFFECTIVE DATE. <br />Mr. Farr moved for approval of the Ordinance on first reading and Mayor <br />Craddock seconded the motion. The Staff is to make recommendations to <br />the Council before third reading standards to be used regarding swim- <br />ming pools being required to drain into sanitary sewer systems. The <br />Ordinance passed on first reading by unanimous approval. <br />
