<br />51 <br /> <br /> <br /> <br /> <br /> <br /> <br />Regular Meeting April 23, 1984 Page 6 <br /> <br /> <br />Mr. Farr moved for approval of the Ordinance on first reading and <br />Mayor Craddock seconded the motion, which passed unanimously. <br /> <br />Mayor Craddock introduced for consideration approval of an Ordinance <br />on second reading, the caption which was read as follows: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN <br />MARCOS, TEXAS, AMENDING ORDINANCE 1980-37 WHICH DETER- <br />MINED APPROPRIATIONS FOR REVENUE SHARING ENTITLEMENT <br />NO. 12; AMENDING ORDINANCE 1981-70 WHICH DETERMINED <br />APPROPRIATIONS FOR REVENUE SHARING ENTITLEMENT NO. 13; <br />AMENDING ORDINANCE 1982-41 WHICH DETERMINED APPROPRIA- <br />TIONS FOR REVENUE SHARING ENTITLEMENET NO. 14; AMEND- <br />ING ORDINANCE 1983-45 ADOPTED SEPTEMBER 12, 1983, WHICH <br />SET FORTH AN ITEMIZED ESTIMATE OF THE EXPENSE OF CONDUCT- <br />ING EACH ADMINISTRATIVE UNIT OF THE MUNICIPAL GOVERNMENT <br />OF SAID CITY FOR THE FISCAL YEAR BEGINNING OCTOBER 1, <br />1983, AND ENDING ON SEPTEMBER 30, 1984, AND APPROPRIATED <br />MONEY FOR THE VARIOUS FUNDS AND PURPOSES OF SUCH ESTIM- <br />ATE; TO REVISE SAID ESTIMATES AND TO REAPPROPRIATE SAID <br />FUNDS; TO PEill4IT CERTAIN LINE ITEM ADJUSTMENTS WITHIN <br />ADMINISTRATIVE UNIT APPROPRIATIONS AS PROVIDED IN SEC- <br />TION 8.17 OF THE CHARTER; ADOPTING SAID REVISIONS AND <br />ESTIMATES AND DECLARING AN EFFECTIVE DATE. <br /> <br />Mayor Craddock moved for approval of the Ordinance on second reading <br />and Mr. Brown seconded the motion. Chief Galchutt reviewed with Coun- <br />cil three proposals which were not included in the budget amendments, <br />salary increases for the police officers, a supervising dispatcher <br />position and an administrative secretary position. David Young ad- <br />vised the Council he was having difficulties with the company we were <br />trying to order an euthanasia machine from. Mayor Craddock expressed <br />concern for the City taking care of animals in the County at the City's <br />expense Mr. Young estimates at $1,800.00 per year. David Young is to <br />address the County Commissioners regarding funding in the near future. <br />Ms. Kissler was concerned about the amount of overtime in Mr. Young's <br />department and Mr. Young recommended an additional full-time employee <br />which would cost approximately $9,000 to $10,000. Mr. Farr was con- <br />cerned that the City needed better adoption hours at the Animal Shelter. <br />Mr. Coddington was concerned that two persons were going around in the <br />vehicles instead of one. David Young said there was safety in numbers, <br />and that some of his employees, including himself, had been threatened <br />and that was the reason for two riding together. City Manager Gonzalez <br />said they were instituting the use of walkie-talkies to assist the <br />employees at the Animal Shelter when they run into difficult situations. <br />Mr. Young said he thought it was good public relations to occasionally <br />take pets to the homes for elderly persons in the community. Mr. Brown <br />stated he thought the traps used by the Animal Shelter had worked ef- <br />fectively and he hoped Mr. Young would use them in their program when <br />possible. Mr. Young indicated they only had one trap at an expense <br />of $300.00. It was difficult to keep them from being stolen unless <br />the persons using them kept a watchful eye on them, and there was the <br />difficulty of vandelism of the traps. Mo Johnson, Chairman of the <br />Parks and Recreation Board, spoke in favor of the handicap summer pro- <br />gram. Nell Howell, Supervisor with the Special Education Department <br />at SMCISD, said she was hoping the School would provide transportation <br />for the handicapped children this summer, but could not obtain approval <br />until the Council took action for the program to be held this summer. <br />Mo Johnson said it would be a 4-hour program per day and would cost <br />approximately $2,200. Last year there were few participants because <br />there were no arrangements made for the children's transportation. Mr. <br />
