<br /> 52 <br />Regular Meeting April 23, 1984 Page 7 <br />Farr expressroconcern for the Rio Vista building improvements not be- <br />ing done and City Manager Gonzalez stated we were waiting for Revenue <br />Sharing Funds to arrive and Jeff Kester was preparing recommendations <br />to present to the Council for improvements. Mr. Farr expressed con- <br />cern for the restrooms not being maintained in the parks and the van- <br />delism problem not being resolved. George Boeker discussed with Council <br />the need for funds in the vehicle maintenance department for the train- <br />ing of mechanics on transmissions. Mr. Boeker stated the need for <br />$72,000 being added to overtime was an oversight on their part during <br />the budget process in October. Mr. Boeker stated the need for funds <br />to be added in the Water Production department was mainly due to the <br />weather conditions this year. There were main breaks which required <br />more overtime and standby, which overtime could be decreased by adding <br />more personnel. <br />Mr. Farr moved to amend the Ordinance to add salary increases in Depart- <br />ment 41-5110 for police officers, 44-5110 salary change for the reclas- <br />sification of the supervising dispatcher position and 40-5216 for the <br />administrative secretary position. These line items would not require <br />new money in the budget year, but would be recurring expenses in the <br />new budget year beginning in October, 1984. Mr. Brown seconded the <br />motion, which passed unanimously (Guerra not present to vote on this <br />item). <br />Mr. Coddington moved to amend the Ordinance to add $2,240.00 in Depart- <br />ment 35 (Parks) for the handicap program for this summer and Mayor <br />Craddock seconded the motion, which passed unanimously (Guerra was <br />not present to vote on this item). <br />Mr. Brown asked that information be provided the Council at third <br />reading to consider adding an additional full-time person at the <br />Animal Shelter. <br />Mr. Coddington moved to amend the Ordinance to add $16,792 in Depart- <br />ment 13 for salaries in the Planning Department and Mayor Craddock se- <br />conded the motion, which passed unanimously. On roll call for approval <br />of the Ordinance on second reading as amended, the following vote was <br />recorded: <br /> AYE: Brown, Coddington, Farr, Craddock, Kissler, Moore. <br /> NAY: None. <br /> ABSTAIN: Guerra. <br />Mr. Guerra abstained because he was not present during the discussion <br />of this Ordinance. <br />Mayor Craddock introduced for consideration approval of an Ordinance <br />on second reading, the caption which was read as follows: <br /> AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN <br /> MARCOS, TEXAS, AMENDING SECTION 3 OF THAT ORDINANCE <br /> WHICH REGULATES AND RESTRICTS THE LOCATION AND USE <br /> OF BUILDINGS, STRUCTURES AND LAND, DATED SEPTEMBER <br /> 29, 1980 (VOL. 54) BY CHANGING THE ZONING OF 1.95 <br /> ACRES OF LAND AREA OUT OF THE J.
