52
Regular Meeting April 23, 1984 Page 7
Farr expressroconcern for the Rio Vista building improvements not be-
ing done and City Manager Gonzalez stated we were waiting for Revenue
Sharing Funds to arrive and Jeff Kester was preparing recommendations
to present to the Council for improvements. Mr. Farr expressed con-
cern for the restrooms not being maintained in the parks and the van-
delism problem not being resolved. George Boeker discussed with Council
the need for funds in the vehicle maintenance department for the train-
ing of mechanics on transmissions. Mr. Boeker stated the need for
$72,000 being added to overtime was an oversight on their part during
the budget process in October. Mr. Boeker stated the need for funds
to be added in the Water Production department was mainly due to the
weather conditions this year. There were main breaks which required
more overtime and standby, which overtime could be decreased by adding
more personnel.
Mr. Farr moved to amend the Ordinance to add salary increases in Depart-
ment 41-5110 for police officers, 44-5110 salary change for the reclas-
sification of the supervising dispatcher position and 40-5216 for the
administrative secretary position. These line items would not require
new money in the budget year, but would be recurring expenses in the
new budget year beginning in October, 1984. Mr. Brown seconded the
motion, which passed unanimously (Guerra not present to vote on this
item).
Mr. Coddington moved to amend the Ordinance to add $2,240.00 in Depart-
ment 35 (Parks) for the handicap program for this summer and Mayor
Craddock seconded the motion, which passed unanimously (Guerra was
not present to vote on this item).
Mr. Brown asked that information be provided the Council at third
reading to consider adding an additional full-time person at the
Animal Shelter.
Mr. Coddington moved to amend the Ordinance to add $16,792 in Depart-
ment 13 for salaries in the Planning Department and Mayor Craddock se-
conded the motion, which passed unanimously. On roll call for approval
of the Ordinance on second reading as amended, the following vote was
recorded:
AYE: Brown, Coddington, Farr, Craddock, Kissler, Moore.
NAY: None.
ABSTAIN: Guerra.
Mr. Guerra abstained because he was not present during the discussion
of this Ordinance.
Mayor Craddock introduced for consideration approval of an Ordinance
on second reading, the caption which was read as follows:
AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN
MARCOS, TEXAS, AMENDING SECTION 3 OF THAT ORDINANCE
WHICH REGULATES AND RESTRICTS THE LOCATION AND USE
OF BUILDINGS, STRUCTURES AND LAND, DATED SEPTEMBER
29, 1980 (VOL. 54) BY CHANGING THE ZONING OF 1.95
ACRES OF LAND AREA OUT OF THE J. M. VERAMENDI LEAGUE
NO. 2, BEING A PORTION OF THAT CERTAIN TRACT OF LAND
IN A DEED TO ROBERT J. JENKINS RECORDED IN VOLUME 83,
PAGE 317 OF THE HAYS COUNTY DEED RECORDS, SAME ALSO
BEING A PORTION OF THAT CERTAIN TRACT OF LAND REFERRED
TO IN CAUSE NO. 3591, PROBATE RECORDS OF HAYS COUNTY,
TEXAS, IN FAVOR OF JACK HERMAN WELGE, A/K/A 1615 AQUA-
RENA SPRINGS DRIVE, FROM "R-l" (SINGLE-FAMILY DWELLING
DISTRICT) TO "D" (MULTI-FAMILY DWELLING DISTRICT).
