A property owner who shall certify that the work for which application is being made will be performed by the applicant, with his or her own hands, in a residence being occupied, or to be occupied, by the applicant as his or her homestead. Sec. 9-5.2. Subsequent permits for unfinished work. (a) When the permitted electrician fails or refuses to complete electrical work, in whole or in part, on any electrical wiring or installation of fixtures or equipment, the owner or person in charge of the construction on behalf of the owner, may, upon written request to the Electrical Board, request that the original permit be cancelled, thus permitting another licensed electrician to secure a permit to complete the work involved. All written request for subsequent permits shall set forth the reasons why the current permit holder has failed or refused to complete electrical work. (b) Upon receipt of a letter request for subsequent permit, the Electrical Board shall direct the Electrical Inspector to contact the permi t holder, if he or she can be found, and demand the he or she show cause wi thin ten ( 10) days of receipt of written notice why a subsequent permit should not be issued to a subsequent electrician. Failure to show cause or to respond to the demand shall be cause for puni ti ve action under the Penalties and Enforcement Sections of this Chapter. (c) After receipt of a request and the response or lack thereof from the permitting electrician, the Electrical Board may for good cause, direct the Electrical Inspector to cancel the existing permit and issue a new permit for the work remaining. No fees paid by the original permit holder shall be refunded nor credited toward the cost of the subsequnet permit.
