<br />155 <br /> <br />MEMORANDUM OF UNDERSTANDING <br /> <br />This is a memorandum of understanding between the City of <br /> <br />San Marcos and Southwest Texas State University relating to <br /> <br />cooperation and coordination of police services. <br /> <br />1. <br /> <br />Purpose <br /> <br />1.01. <br /> <br />Both the City and SHT are authorized to commission <br /> <br />peace officers with all the powers, privileges and immunities <br /> <br />authorized by law. <br /> <br />1.02. <br /> <br />The purpose of this memorandum of understanding is to <br /> <br />promote effective and efficient police service within the City of <br /> <br />San rIarcos and on the campus of Southwest Texas State University. <br /> <br />The parties intend to provide for mutual aid, define primary <br /> <br />territorial responsibility, and coordinate services between their <br /> <br />police departments. <br /> <br />2. <br /> <br />Term <br /> <br />2.01. <br /> <br />This agreement will become effective on March 1, 1988, <br /> <br />and will continue in effect until either party terminates by <br /> <br />giving the other ten days' written notice. <br /> <br />3. <br /> <br />Authority and Areas of Operation <br /> <br />3.01. <br /> <br />The City's Police Department has law enforcement <br /> <br />authority over all areas within the City's corporate limits, <br /> <br />including those areas owned or controlled by SWT. <br /> <br />SHT's peace <br /> <br />officers also have authority over all areas within Hays County <br /> <br />including those areas within the City's corporate limits. <br /> <br />3.02. <br /> <br />Ordinarily SWT's officers will confine their <br /> <br />activities to the property owned, leased, or controlled by the <br />
