72 MINUTES OF THE SPECIAL MEETING OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, MAY 7, 1984 PRESENT: Mayor Emmie Craddock Council Members * Karl W. Brown Bill Coddington Gerald G. Hankins Director of Public Works George Boeker City Planner Joe Garza Director Administrative Services Dinah Elwell Also Present: Alan Geistman, Jerri Martin, Mark Hendricks, Gregg Echols, Olga Garza, Jim Byrn, Harvey Ginsburg, Bud Walker, Tom McNair, Bill Pryatel, Mike Martin, Shirley Wickersham, Pud Rutledge, Ralph Ramirez, Nina Pryatel, Gary Unruh, Patsy Greiner, Bill Thomas, Jerry Klossner and others. Mayor Craddock called the meeting to order at 6:30 p.m. Mayor Craddock moved the Executive Session scheduled as Item 6 on the Agenda be moved to this point of the Agenda and that the Council adjourn into Executive Session pursuant to Article 6252-17, §2(e) and §2(g), V.A.C.S., to discuss personnel, contemplated litigation and pending litigation (Roland Moore and Diana Moore vs. Lamar Hankins, Et Al and Karon K. Guenther vs. The Firemen's and Policemen's Civil Service Commis- sion of the City of San Marcos, Texas, Et Al) and matters where the duty of a public body's counsel to his client pursuant to the Code of Profes- sional Responsibility clearly conflicts with this Article. Mr. Codding- ton seconded the motion, which passed unanimously (6:33 p.m.). Mayor Craddock moved to convene at 7:40 p.m. and Ms. Kissler seconded the motion, which passed unanimously. Mayor Craddock introduced for consideration adoption of a Resolution, the caption which was read as follows: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, AUTHORIZING AND APPROVING THE EMPLOY- MENT OF CHARLES W. CHAPMAN, ATTORNEY AT LAW, FOR THE PROVISION OF LEGAL SERVICES TO SAID CITY; APPROVING THE TERMS AND CONDITIONS OF A PROPOSED PERFORMANCE CONTRACT FOR PROFESSIONAL SERVICES BETWEEN SAID CHARLES W. CHAPMAN AND SAID CITY; AUTHORIZING THE MAYOR OF SAID CITY TO EXECUTE SAID CONTRACT AND DECLARING AN EFFECT- IVE DATE. Mr. Guerra moved for adoption of the Resolution and Ms. Kissler second- ed the motion, which passed unanimously. Mayor Craddock introduced for consideration a determination by the Council if a proposed Group Home to be operated by Texas Youth Commis- sion is inœmpliance with the Land Use Map of the Master Plan. Joe Garza stated the property is zoned Multi-Family and the Land Use Map borderlines Single-Family and Multi-Family, and a determination of * Karl Brown was not present at this meeting. ** Fred Guerra was present at 6:34 p.m.
