Hankins <br />Director of Public Works George Boeker <br />City Planner Joe Garza <br />Director Administrative Services Dinah Elwell <br /> <br />Also Present: Alan Geistman, Jerri Martin, Mark Hendricks, Gregg <br />Echols, Olga Garza, Jim Byrn, Harvey Ginsburg, Bud Walker, Tom McNair, <br />Bill Pryatel, Mike Martin, Shirley Wickersham, Pud Rutledge, Ralph <br />Ramirez, Nina Pryatel, Gary Unruh, Patsy Greiner, Bill Thomas, Jerry <br />Klossner and others. <br /> <br />Mayor Craddock called the meeting to order at 6:30 p.m. <br /> <br />Mayor Craddock moved the Executive Session scheduled as Item 6 on the <br />Agenda be moved to this point of the Agenda and that the Council adjourn <br />into Executive Session pursuant to Article 6252-17, §2(e) and §2(g), <br />V.A.C.S., to discuss personnel, contemplated litigation and pending <br />litigation (Roland Moore and Diana Moore vs. Lamar Hankins, Et Al and <br />Karon K. Guenther vs. The Firemen's and Policemen's Civil Service Commis- <br />sion of the City of San Marcos, Texas, Et Al) and matters where the duty <br />of a public body's counsel to his client pursuant to the Code of Profes- <br />sional Responsibility clearly conflicts with this Article. Mr. Codding- <br />ton seconded the motion, which passed unanimously (6:33 p.m.). <br /> <br />Mayor Craddock moved to convene at 7:40 p.m. and Ms. Kissler seconded <br />the motion, which passed unanimously. <br /> <br />Mayor Craddock introduced for consideration adoption of a Resolution, <br />the caption which was read as follows: <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN <br />MARCOS, TEXAS, AUTHORIZING AND APPROVING THE EMPLOY- <br />MENT OF CHARLES W. CHAPMAN, ATTORNEY AT LAW, FOR THE <br />PROVISION OF LEGAL SERVICES TO SAID CITY; APPROVING <br />THE TERMS AND CONDITIONS OF A PROPOSED PERFORMANCE <br />CONTRACT FOR PROFESSIONAL SERVICES BETWEEN SAID CHARLES <br />W. CHAPMAN AND SAID CITY; AUTHORIZING THE MAYOR OF SAID <br />CITY TO EXECUTE SAID CONTRACT AND DECLARING AN EFFECT- <br />IVE DATE. <br /> <br />Mr. Guerra moved for adoption of the Resolution and Ms. Kissler second- <br />ed the motion, which passed unanimously. <br /> <br />Mayor Craddock introduced for consideration a determination by the <br />Council if a proposed Group Home to be operated by Texas Youth Commis- <br />sion is inÅ“mpliance with the Land Use Map of the Master Plan. Joe <br />Garza stated the property is zoned Multi-Family and the Land Use Map <br />borderlines Single-Family and Multi-Family, and a determination of <br /> <br />* Karl Brown was not present at this meeting. <br />** Fred Guerra was present at 6:34 p.m. <br />
