One of the neighbors In <br />the area of the proposed Group Home, Joyce Thompson, approached the <br />Council and advised she had no objection to the structure proposed <br />but wanted to know what was going to happen when the 10-year contract <br />expired. John Arredondo of the Texas Youth Commission was present <br />and addressed the Council. He said they had secured funding to <br />operate a girls' program. He said they would have a 10-year contract <br />with the private sector. Basil Smith will be the contractor and owner <br />of the house, which the TYC will lease. It is their intent to continue <br />the girls' program with the recognition and support of the community. <br />If they change their plans in the future, they will come before the <br />Council again. They want to set up a local community council for this <br />program. Mr. Coddington moved to determine the property to be high <br />density and in conformance with the land use map and Mr. Guerra second- <br />ed the motion, which passed unanimously. <br /> <br />Mayor Craddock introduced for consideration approval of a request from <br />Harwood Puitt for processing of permit. Mr. Puitt had applied for a <br />site development permit and Public Works had refused it and stated <br />objections. Mr. Puitt reapplied after correcting the objections <br />prior to the moratorium of building permits and was refused. Mr. Farr <br />moved the City proceed to process Mr. Puitt's permit and Ms. Kissler <br />seconded the motion. On roll call the following vote was recorded: <br /> <br />AYE: Farr, Craddock, Guerra, Kissler, Moore. <br /> <br />NAY: Coddington. <br /> <br />ABSTAIN: None. <br /> <br />Mayor Craddock introduced for consideration approval of a request for <br />processing of permit from Nash Phillips/Copus (NPC) for their project, <br />The Summit. Mayor Craddock moved to table this item until the May 14, <br />1984 Meeting as requested by Alan Geistman of NPC and Mr. Farr seconded <br />the motion, which passed unanimously. <br /> <br />Mayor Craddock introduced for consideration approval of a request for <br />processing of permit from Trias Ventures Corporation for their project, <br />Tarod Philip Townhomes Subdivision. Gary Unruh stated this is a single- <br />family project. They have completed the first section and want to con- <br />tinue with the second section. He plans to build a total of 20 units in <br />the second section but wants permits for three now. The moratorium <br />ordinance wording was amended to include detached buildings. The roads <br />and utilities in his project are in place and have been approved by the <br />City. The density of his development is less than 6 per acre and they <br />are selling the homes to families, not students. Lamar Hankins added <br />this project is is one of the critical planning units of the City and <br />Joe Garza stated Mr. Unruh's total development consists of 66 units. <br />The Council directed the Staff to advise them what other projects similar <br />to this are impacted by the moratorium and to bring this information to <br />them. Mr. Moore moved the moratorium ordinance be amended and presented <br />to the Council May 14 to delete detached from the ordinance and Mr. <br />Guerra seconded the motion, which passed unanimously. If the Ordin- <br />ance amendment is approved by the Council on May 14, then they will <br />consider this request following the amendment. <br /> <br />Mayor Craddock introduced for consideration approval of a request for <br />processing of permit from S. E. (Pud) Rutledge for his project, Maple <br />Creek Condominiums. Mr. Rutledge stated he had received his permit <br />
