extremely dangerous. She reported on a development that has a vanity lake with a Trinity well, <br />which is the layer below the aquifer feeding it. A vanity lake is not an appropriate use of water. <br />Griffin Spell, 101 W. Woods, spoke regarding the proposed apartment complex. There was talk <br />about expanding the road to five lanes. If the apartments pass that expansion needs to become a <br />high priority. The Hopkins ingress and egress needs to be looked at, we should try to take action <br />so that five-lane expansion on Hopkins is done before the apartments are completed. <br />Kara Sweidel, 1003 W. MLK, spoke on the Graffiti ordinance and has a problem with the idea of <br />a police officer deciding if a person has a legitimate right to have a writing implement on their <br />person. She expressed concern with profiling. She noted that it is already illegal to do graffiti, <br />and it is a felony to do graffiti on churches, etc., but to say it is not okay to carry an implement, <br />that may or may not be used, is wrong. Art students carry these implements. She agreed with <br />Mr. McCarthy and said there are better ways to do art, like a public art space. <br />8. February 3, 2009 Regular Meeting <br />11. Consider adoption on second and final reading of Ordinance 2009-9, amending the San <br />Marcos City Code by amending Chapter 62, Article 2, Section 62.093 to authorize <br />assignment pay of $160 per month for Police Department personnel assigned to motorcycle <br />patrol duty and providing an effective date. <br />12. Consider adoption on second and final reading of Ordinance 2009-10, amending the <br />traffic register maintained under Section 82.067 of the San Marcos City Code by amending <br />the speed limits, including the addition of a school zone speed limit, along certain sections <br />of S.H. 123 both directions from a point north of FM 621 to a point south of Monterey <br />Oaks, providing a savings clause; providing that all conflicting ordinances are repealed; <br />and providing an effective date. <br />13. Consider adoption on second and final reading of Ordinance 2009-11 amending <br />Chapter 2 of the San Marcos ON Code to adopt a new Division 21 of Article 3 to establish <br />a Veteran's Affairs Advisory Committee; and including procedural provisions <br />14. Consider adoption of Resolution 2009-25R, approving master agreements between the <br />City and Kimley-Horn and Associates, Inc., Byrn & Associates, Inc.
