<br />POSITION PAPER ON SURFACE WATER DEVELOPMENT <br /> <br />FOR THE <br /> <br />CITY OF SAN MARCOS <br /> <br />OBJECTIVE <br /> <br />To be in a position to purchase surface water at the time the City <br />determines ground water supplies are inadequate or in danger of <br /> <br />being polluted. <br />STRATEGY <br /> <br />1. <br /> <br />Participate with the City of New Braunfels in their efforts <br />to construct a surface water treatment facility by: <br /> <br />purchasing, <br /> <br />acquiring, <br /> <br />and <br /> <br />constructing <br /> <br />necessary <br /> <br />easements, <br /> <br />properties <br /> <br />and <br /> <br />facilities <br /> <br />which <br /> <br />would <br /> <br />position the <br /> <br />City of <br /> <br />San Marcos <br /> <br />to <br /> <br />receive <br /> <br />treated <br /> <br />surface water in the future. <br /> <br />These acquisitions and <br /> <br />improvements might include: <br /> <br />additional acreage at plant <br /> <br />site, <br /> <br />overage <br /> <br />of <br /> <br />transmission <br /> <br />mains, <br /> <br />oversizing <br /> <br />of <br /> <br />treatment facility to accommodate future additions, etc. <br /> <br />assisting <br />financing <br /> <br />New <br /> <br />Braunfels <br /> <br />in <br /> <br />attracting <br /> <br />lower <br /> <br />cost <br /> <br />(and/or direct subsidies) <br /> <br />from the Edwards <br /> <br />Underground Water District or obtaining other 9rants by <br /> <br />presenting <br /> <br />the <br /> <br />surface <br /> <br />water <br /> <br />project <br /> <br />as <br /> <br />a <br /> <br />regional <br /> <br />facili ty which will help demonstrate to others in the <br /> <br />district <br /> <br />the <br /> <br />need <br /> <br />and <br /> <br />desirability <br /> <br />of <br /> <br />coordinated <br /> <br />efforts to achieve results in a timely manner. <br />
