65 RESOLUTION 1988-47R A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, AUTHORIZ ING THE CITY MANAGER TO SEEK REQUESTS FOR QUALIFICATIONS FROM ARCHITECTURAL AND ENGINEERING CONSULTANTS RELATING TO THE DESIGN OF FACILITIES TO BE USED BY THE GARY JOB CORPS CENTER NEAR THE SAN MARCOS MUNICIPAL AIRPORT, AUTHORIZING THE USE OF FAA GUIDELINES IN THE SELECTION PROCESS AND DECLARING AN EFFECTIVE DATE. WHEREAS, Federal funding through the Federal Aviation Administration and the Department of Labor has been approved for the replacement of facilities for Gary Job Corps Center; and, WHEREAS, the replacement of specified facilities is necessary in order to accomplish a transfer of land between the Gary Job Corps Center and the City of San Marcos; and, WHEREAS, the Federal Aviation Administration has promulgated procedures to ensure that the selection of a consultant is "made on the basis of fair negotiations and equitable fees and through selection procedures that are professionally acceptable, insure maximum open and free competition, and avoid any suggestion of unfair or unethical conduct;1I now, therefore, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS: PART 1. That the City Manager of the City of San Marcos is hereby authorized to seek requests for qualifications from interested architectural and engineering firms for the purpose of designing replacement facilities for Gary Job Corps Center pursuant to a land transfer between the Gary Job Corps Center and the City of San Marcos. PART 2. That the City of San Marcos will be guided in its selection process by the procedures outlined and discussed in FAA Advisory Circular 150/5100-14, Chapter 2, a copy of which is attached hereto and incorporated herein in its entirety as though recited verbatim. PART 3. That the City Manager shall be responsible for advertising for requests for qualifications as per the guidelines noted above. PART 4. That the San Marcos Airport Commission shall act as a review and evaluation board after receipt of the qualifications from interested architectural and engineering firms and that it shall make its recommendation to the City Manager and to the City Council which will then select an architectural and engineering firm for the project, contingent on approval of that selection by the Federal Aviation Administration.
