<br />1/13/81 <br /> <br />AC 150/5100-14 <br /> <br />CHAPTER 2. <br /> <br />PROCEDURES FOR SELECTION OF CONSULTANTS <br /> <br />5. <br /> <br />GENERAL. <br /> <br />a. The procedures included in this chapter are provided as a guide <br />for sponsors in selecting consultants for work under Federal airport grant <br />programs. In securing consultants, sponsors may use their own procurement <br />regulations provided they reflect applicable state and local laws and regu- <br />lations and provided they do not conflict with the procurement standards <br />for grant programs contained in the applicable Federal Aviation <br />Regulations and Attachment "0. of OMB Circular A-lO2. <br /> <br />b. The selection of consultants should be made on the basis of fair <br />negotiations and equitable fees and through selection procedures that are <br />professionally acceptable, insure maximum open and free competition, and <br />avoid any suggestion of unfair or unethical conduct. <br /> <br />c. Consultants employed for work on projects involving airport grants <br />should be responsible and possess the ability to perform successfully under <br />the terms and conditions of the proposed procurement. Consideration should <br />be given to such matters as integrity, record of past performance, extent of <br />experience with the type of services requjred by the sponsor, technical <br />resources, and/or accessibility to other ~ecessary resources. <br /> <br />d. Consultants should be engaged on the basis of their qualifications <br />and experience. Fees should be åetermined through negotiations. As a <br />general practice, the procedures for selecting consultants do not include <br />the use of competitive price proposals. However, in states where procedures <br />mandating price competition are required, the consultant-selection procedures <br />described in this chapter should be modified to include price proposals. <br /> <br />e. Governmental agencies, private firms, industries, and professional <br />societies and organizations have developed guidelines/procedures for the <br />selection of consultants. Selection procedures included in this chapter are <br />provided as a general guide and are not intended to replace acceptable <br />regulations and procedures already in effect by the sponsoring agency. <br /> <br />6. <br /> <br />SELECTING ORGANIZATION. <br /> <br />a. Within the sponsor's organization, an administrative policy should <br />be established for designating persons authorized to select or recommend <br />consultants for various assignments. The persons designated may include the <br />administrator, or the department head, to be supplemented by others making <br />up a selection-board. The persons empowered to make the selection must be <br />kept free of pressures, both internal and external. <br /> <br />b. The most satisfactory procedure for selecting consultants is to use <br />a selection board of, at least, three persons, one of whom should be an <br />engineer, airport planner, or other professional knowledgeable of the service <br /> <br />Chap. 2 <br />Par. 5 <br /> <br />5 <br /> <br />ATCH. 1 <br />
