For projects that hav~ special design requirements or are <br />particularly complex, the selectiort board should have additional technical <br />members. The board should be appointed to evaluate potential consultants <br />(conduct interviews and inquiries as desired) and to make recommendations. <br />Based upon the recommendations of the board, the administrator or the <br />governing body should make the final selection of the consultant(s). <br /> <br />7. POLICY FOR SELECTION. The selection of consultants should be based' <br />on comparative evaluations of tt~ professional qualifications necessary for <br />satisfactory performance of the service required and should satisfy require- <br />ments for open and free competition. Sponsors may engage without further <br />, comparative evaluation the same consultant for the entire design ofproj- <br />i ects that are to be accomplished in stages, provided: <br /> <br />I- <br /> <br />a. <br /> <br />Initially the consultant was selected competitively. <br /> <br />b. All parties competing for the con~ract were advised that it would <br />involve the design of all the project stages. <br /> <br />8. SELECTION CRITERIA. Prior to evaluating consultants, it is recommended <br />that the sponsor IS organization develop an agreed-upon list of selection <br />criteria to be used in evaluating potential consultants. Numerical rating <br />factors (ranges) should be assigned to each criterion on the basis of the <br />sponsor's priorities and his/her conception of the importance of each toward <br />the attainment of a successful project. The criteria used will depend on <br />the nature and complexity of the project. Suggested criteria include, but <br />are not limited to, the following: <br /> <br />---a. Capability to perform all or most aspects of the project such as <br />planning, financial analysis; architectural design: and mechanical, electri- <br />cal, stractural, and civil engineering. <br /> <br />- b. Recent experience in airport projects comparable to the proposed <br />project. <br /> <br />---c . <br /> <br />Reputation for personal and professional integrity and competence. <br /> <br />--d. <br /> <br />Professional background and caliber of key personnel. <br /> <br />-e. <br /> <br />Current workload. <br /> <br />-f.
