Qualifications and experience of outside consultants regularly <br />engaged by the consultant under consideration. <br /> <br />- j. <br /> <br />Quality of projects previously undertaken. <br /> <br />k. Familiarity with and proximitt to the geographic location of the <br />project. <br /> <br />1. Capability of a branch office to perform independently of the home <br />office when being considered, or conversely.. its capability to obtain <br />necessary support from the home office. <br /> <br />m. Approach and perception of the project as demonstrated by the <br />consultant.'s understanding of potential problems and other pertinent factors, <br />if an interview was conducted or a narrative was obtained. <br /> <br />-no <br /> <br />Degree of interest shown in undertaking the project. <br /> <br />o. Evidence of the establishment and implementation of an Affirmative <br />Action Program. <br /> <br />p. Capability to incorporate and blend aesthetic design, art, and <br />architectural concepts with the project design while accomplishing the basic <br />requirements that transportation facilities be functional, safe, and <br />efficient. <br /> <br />9. SELECTION PROCEDURES. The following selection procedures are recom- <br />mended for projects involving Federal airport grants provided such proce- <br />dures are not contrary to state and local laws and regulations: <br /> <br />a. The selection board should review the nature of the proposed proj- <br />ect and the scope of services to be procured to insure an understanding of <br />the project requirements and the quálifications needed by the consultant. <br />FAA field personnel are available to aid sponsors in developing the scope of <br />services for a particular project. Selection criteria should also be reviewed <br />and thoroughly understood. <br /> <br />b. The board should develop the selection criteria and the evaluation <br />systems to be used in (1) preparing a preselection list of consultants who <br />are best qualified for the project and in (2) determining the final <br />selection. <br /> <br />c. To obtain experience and qualification data from potentially <br />qualified consultants and to insure the broadest publicity concerning the <br />sponsor's interest in obtaining consultant services, public announcements <br />for all projects should be advertised in local newspapers, trade journals, <br />and magazines. The public announcement should include such information as <br /> <br />Chap. 2 <br />Par. 8 <br /> <br />7 <br />
