<br /> 5 <br />Regular Meeting May 29, 1984 Page 5 <br />Mayor Craddock asked if anyone wished to speak in favor of the <br />Ordinance. Terry Colley stated he had reviewed the Ordinance and <br />gave it his approval and commended the Council for its adoption. <br />Alex Stedman of the Historical Commission stated he was in favor <br />of the landmark designations in the City being included in the <br />Ordinance. No one else wished to speak in favor or in opposition~ <br />so Mayor Craddock closed the public hearing. Mr. Brown moved for <br />adoption of the Ordinance and Ms. Kissler seconded the motion. Mr. <br />Brown then moved to amend Section 7 (c) and (d) to provide that the <br />Zoning Commission review the reports of the Historic Preservation <br />Commission before the establishment of historic districts and make <br />recommendations concerning the same. Ms. Kissler seconded the motion, <br />which passed unanimously. Ms. Kissler moved to amend Section 9 to <br />provide that the City Council may, upon recommendation by the Historic <br />Preservation Commission and"upon review by the Zoning Commission," <br />adopt an Ordinance designating certain historical landmarks. Mayor <br />Craddock seconded the motion, which passed unanimously. Mayor Crad- <br />dock moved to amend Section 11 (f) to provide that appeals from Com- <br />mission rulings are to the Zoning Board of Adjustments and Appeals <br />rather than the City Council. Mr. Coddington seconded the motion, <br />which passed unanimously. The Council then voted unanimous approval <br />for adoption of the Ordinance. <br />Mayor Craddock introduced for consideration adoption of an Ordinance <br />on emergency, the caption which was read as follows: <br /> AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN <br /> MARCOS, TEXAS, AMENDING ORDINANCE 1983-45, ADOPTED <br /> SEPTEMBER 12, 1983, WHICH SET FORTH AN ITEMIZED ESTIM- <br /> ATE OF THE EXPENSE OF CONDUCTING EACH ADMINISTRATIVE <br /> UNIT OF THE MUNICIPAL GOVERNMENT OF SAID CITY FOR THE <br /> FISCAL YEAR BEGINNING OCTOBER 1, 1983, AND ENDING ON <br /> SEPTEMBER 30, 1984, AND APPROPRIATED MONEY FOR THE <br /> VARIOUS FUNDS AND PURPOSES OF SUCH ESTIMATE; TO REVISE <br /> SAID ESTIMATES AND TO REAPPROPRIATE SAID FUNDS; ADOPT- <br /> ING SAID REVISIONS AND ESTIMATES AND DECLARING AN EMER- <br /> GENCY. <br />Mr. Brown moved for adoption on emergency and Mr. Farr seconded the <br />motion. Mr. Coddington stated the salary increase- had been changed <br />from 5% to 6%. City Manager Gonzalez stated the Staff felt it was <br />justified. Mr. Coddington questioned the Groups A, Band C (Group <br />A: population 35,000-44,999; Group B: population 25,000-34,999; and <br />Group C: population 15,000-24,999) comparison and stated the comparison <br />should have been with Groups Band Conly. City Manager Gonzalez <br />stated our City was in competition with San Antonio and Austin for <br />salaries and the comparison was an attempt to give a basic average <br />and still try to stay competitive with area cities and comparable <br />with cities of our size. Dinah Elwell stated if Group A was left <br />out there would only be a 2% difference and further stated the figures <br />used were figures obtained through TML.
