<br />4 <br /> <br /> <br /> <br /> <br /> <br /> <br />Regular Meeting May 29, 1984 Page 4 <br /> <br /> <br />Mayor Craddock opened a public hearing to consider approval of an <br />Ordinance on first reading, the caption which was read as follows: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN <br />MARCOS, TEXAS, AMENDING SECTIONS 30-27 AND 30-35 OF <br />THE CODE OF ORDINANCES OF SAID CITY TO INCREASE THE <br />CHARGES TO BE PAID BY ALL PERSONS OWNING OR OCCUpy- <br />ING PREMISES WHICH ARE CONNECTED WITH THE WATER <br />SYSTEM OF SAID CITY; TO INCREASE THE RATES FOR SER- <br />VICES TO USERS OF THE SANITARY SEWAGE SYSTEM OF <br />SAID CITY; SETTING OUT THE DIFFERENT CLASSES OF <br />CUSTOMERS FOR SAID WATER AND SANITARY SEWAGE SER- <br />VICE AND DECLARING AN EFFECTIVE DATE. <br /> <br />Mayor Craddock asked if anyone wished to spèak in favor of the amend- <br />ment. Wayne Moore reviewed with the Council the rate schedules pro- <br />vided to Council at this meeting. No one wisheæ to speak in favor or <br />in opposition to the Ordinance amendment, so Mayor Craddock closed <br />the public hearing. Ms. Kissler moved to approve the Ordinance on <br />first reading and Mayor Craddock seconded the motion. Mr. Coddington <br />asked if the City was establishing a lifeline rate. City Manager Gon- <br />zalez stated there would be a minimal cost to low users. Various <br />alternatives were presented and Mr. Gonzalez requested the Council <br />consider approval of Proposal 2. There is application of different <br />percentages for different users, charging more to the large user <br />(with Proposal 2 being implemented). Mr. Coddington wanted to know <br />why the rate increase before selling the bonds? Mr. Gonzalez replied <br />to meet the requirements, the increase needed to be implemented <br />now. Mr. Gonzalez requested the Council to consider approval of <br />Proposal 2 at the next Council Meeting (June 7, 1984). The Council <br />voted unanimously in favor of the Ordinance on first reading. <br /> <br />Mr. Farr moved the Ordinance considered earlier in the meeting zoning <br />two tracts totaling 5.280 acres in the Thomas H. W. Forsyth Survey <br />a/k/a 1710 and 1706 Ranch Road Twelve, as requested by Keys Builders, <br />be removed from the table for further consideration and Mr. Brown se- <br />conded the motion, which passed unanimously. Mayor Craddock moved <br />for approval of the Ordinance on first reading and Mr. Farr seconded <br />the motion. Bill Thomas of the Planning Department clarified the <br />proper zoning of the property at this time is "R-l" and not "AO". <br />Mr. Farr moved to amend the Ordinance to reflect the zoning change <br />was from "R-l" to "C". Ms. Kissler seconded the motion. On roll call <br />the following vote was recorded: <br /> <br />AYE: Brown, Farr, Craddock, Guerra, Kissler. <br /> <br />NAY: None. <br /> <br />ABSTAIN: Coddington. <br /> <br />The Council then voted unanimous approval of the Ordinance on first <br />reading. <br /> <br />Mayor Craddock opened a public hearing to consider adoption of an <br />Ordinance on third and final reading, the caption which was read as <br />follows: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF Sh~ <br />MARCOS, TEXAS, AMENDING CHAPTER 2, ARTICLE IV. HISTOR- <br />ICAL DISTRICTS, SECTIONS 2-53 THROUGH 2-70 OF THE CODE <br />OF ORDINANCES OF THE CITY OF SAN MARCOS, TEXAS, BY DE- <br />LETING CHAPTER 2, ARTICLE IV. HISTORICAL DISTRICTS, <br />SECTIONS 2-53 THROUGH 2-70 OF THE CODE OF ORDINANCES OF <br />THE CITY OF SAN MARCOS, TEXAS, AND ADDING AN APPENDIX G - <br />HISTORICAL ZONING ORDINANCE TO THE CODE OF ORDINANCES OF <br />THE CITY OF SAN MARCOS, TEXAS, AND DECLARING AN EFFECTIVE <br />DATE. <br />
