An <br />additional annual fee will be charged every January 15th, for <br />additional capacity used above the usage base for a period of <br />five (5) years calculated using the following formula: <br /> <br />(Average daily usage) - base (in gals.) over/under <br />usage (per day) =base usage <br /> <br />(in gals. ) <br />(per day) <br /> <br />. . . <br /> <br />If over/under base usage equals number greater than zero, <br />then annual usage fee is over/under base usage divided by <br />three hundred thirty-eight (338) gals./day times CRF. <br /> <br />The assessment of the annual fee will then establish a new <br />base equal to the amount as determined as the average daily <br />usage during the previous calendar year. <br /> <br />SECTION 4.
