ATTACHMENT A <br />PROPOSED SCOPE FOR PROFESSIONAL ENGINEERING SERVICES <br />For The <br />Sessom Drive Phase II Improvements Project <br />San Marcos, Texas <br />PROJECT DESCRIPTION <br />The limits of the Sessom Drive Phase II Improvements Project are from Aquarena Springs Drive to N. <br />Comanche Street. The purpose of the project is to improve the bicycle and pedestrian route along <br />Sessom Drive to calm traffic and provide a safer route for pedestrians, and bicyclists. This project will <br />include the preparation of engineering plans for intersection, traffic signal and bicycle /pedestrian <br />improvements on Sessom Drive in San Marcos. The intersections included in the project are Sessom <br />Drive at Aquarena Springs Drive and Sessom Drive at Peques Street. The design will also include <br />improvements to pedestrian/bicycle elements on Sessom Drive between Aquarena Springs Drive and N. <br />Comanche Street. The construction of the project is partially funded by CAMPO. <br />The project is approximately 4,850 feet in length. Field surveying, utility location and coordination, <br />design of intersection improvements, sidewalks, signing and striping, a prefabricated pedestrian bridge, <br />traffic signal improvements, and traffic control plans are anticipated and described in more detail in the <br />following TASK DESCRIPTION. <br />TECHNICAL STANDARDS AND PROCEDURE ASSUMPTIONS <br />• Microstation and/or Geopak computer applications will be used for all design and plan sheets <br />produced on this project, as well as the following: <br />• National Environmental Policy Act <br />• Architectural Barriers, Texas Department of Licensing and Regulation <br />• Americans with Disabilities Act (ADA) Regulations <br />• Texas Department of Transportation Design Manual and American Association of State Highway and <br />Transportation Official (AASHTO) Policy on Geometric Design of Highways and Streets (most <br />current version) will be used as the design guidelines for this project. <br />• AASHTO Guide for the Development of Bicycle Facilities, 4th Edition (2012) <br />• Texas Department of Transportation Standard Specifications (2004) will be used as a basis for <br />developing specifications. <br />• Design of traffic control plans will conform to the version of the Texas Manual on Uniform Traffic <br />Control Devices and Texas Department of Transportation Standards that is expected to be in effect at <br />the proposed time of construction. <br />• Environmental requirements per applicable jurisdiction: TCEQ, TxDOT, City of San Marcos, Texas <br />Historical Commission, Hays County, EPA, US Fish and Wildlife Service, and USACE. <br />• Drainage design will be per the requirements of the City of Austin Drainage Criteria Manual. <br />• Low Impact Design (LID) shall be per the City of San Marcos guide. <br />
