A moment of silence was observed in honor of Former Mavor Ri11v Moore <br />6. Pledges of Allegiance - United States and Texas <br />Alejandro Meza, a 5ch grade student at Hernandez Elementary led the pledges. <br />7. 30 Minute Citizen Comment Period <br />Lisa Marie Coppoletta, San Marcos, addressed the Council about roundabouts and her concerns <br />about them. She also stated her discontent with the communications coming out of the city <br />manager's office on the issue. <br />Grace L. Davis, San Marcos, she asked the Council to positively consider the Youth Master Plan. <br />She also requested that the proper funding be put in place to fund the programs that the master <br />plan lines out. <br />Rob Roark, San Marcos, addressed the Council regarding the meeting held 08/26/13 about the <br />Roundabout. He asked that the Council place this item on a future agenda for discussion. <br />Sam Brannon, San Marcos, addressed the Council regarding the forced blood draws in the City <br />and his disapprmval of the practice. Next, he addressed the disapproval of fluorid.vion of the <br />City's waters ,ppjy. He then requested a public hearing on the topic. Third he ..s .,.d to do away <br />with the roundabouts. <br />Melissa Derrick, San Marcos, addressed the Council regarding the Meeks property next to <br />children's playscape on CM Allen. She also addressed the clean air ordinance and stated that <br />she was against an all out ban on smoking and felt it is overreaching by the Council. <br />Jim Garber, San Marcos, addressed the Council regarding the massive flooding that has recently <br />occurred in Boulder, CO, and how they made a mistake of ignoring the simple fact that <br />floodplains flood and that they overbuilt in the floodplain. They are now paying a huge price of <br />falling for the lure of tax dollars and pretty pictures of development. He stated that there we can <br />learn from the mistakes of Boulder and to move forward with smart development. <br />Dr. Philip Huang, Health Authority Officer with the City of Austin, addressed the Council <br />regarding the fears of a negative economic impact of banning smoking in bars and the arguments <br />of business owner's rights. He recommended including e- cigarettes also due to the fact that there <br />are no known facts on how safe those products are. He spoke in high favor of the Council's <br />adoption of the smoking ban. <br />Don Eyssen, San Marcos, addressed the Council regarding the recent ethics commission <br />complaints and the outcome of those hearings. He continued by addressing the potential <br />annexation on the agenda also, and addressed his concerns about it being SF -6 zoning. <br />
