<br /> 3 <br /> Regular Meeting June 25, 1984 Page 3 <br /> Mayor Craddock introduced a discussion of Council Policy Statement to be <br /> prepared by the Council by June 30, 1984 to be used by the City Manager <br /> as direction during the preparation of the budget for 1984-1985. Mayor <br /> Craddock asked if the Council had any discussion at that time. Mr. <br /> Brown wanted the fund balance to be properly indicated in the budget and <br /> to look at how the home exemption might impact the budget. Mayor <br /> Craddock stated that that question had been raised and would be pursued <br /> at Wednesday's meeting. Mayor Craddock stated that the expense of the <br /> appraisal being done was doubled. Mr. Coddington stated that the Council <br /> should be truly prepared and organized to make the policy statement and <br /> the the Council should talk with the C~ty Manager about the individual <br /> departments of the City to have an organized budget allowing for provisions <br /> that will be necessary. Mr. Brown wanted to know how specific or general <br /> the budget should start out to be so the staff could accomodate the <br /> Council during the budget preparation time. Mr. Farr would like a status <br /> report on Capital Improvement Funds from the past to see how they are doing <br /> before funding others. City Manager Gonzalez suggested that the Council <br /> might use a "Dream Budget" and have in workshop sessions the division <br /> heads brief the Council on what those budgets represent and have the Coun- <br /> cil able to ask division directors what those budgets might mean if they <br /> were reduced or increased as the case might be. Mr. Brown would like a <br /> better understanding of the Merit Increases and the percentage of cost <br /> of living as how it relates to the City. Mayor Craddock would like to <br /> have the Council retain as much flexibility as they can and still be <br /> realistic. Augustin Lucio co~mented on the School District's method <br /> of using exemptions in their budget. He said they had a preliminary bud- <br /> get that has been presented and it has only three lines. The first line <br /> is the budget amount from last year, the second line is the "wish line" <br /> and the third line is the budget line without the tax increase. He said <br /> from using these lines, they can be guided through the budget process. <br /> Daniel Brown brought his thoughts to the Council. He suggested that the <br /> division heads understand better where the money is actually going, that <br /> all divisions should provide to the Council a list of what has been done <br /> froIJl the last budget year, to submit new projects for the new budget based <br /> on what has been done from last year and to stress that the amount of <br /> information provided need not be massive, but thoroughly comprehensive <br /> and concise. <br /> Mayor Craddock introduced for consideration approval of an Ordinance on <br /> first reading, the caption which was read as follows: <br /> AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br /> TEXAS, AMENDING CHAFfER 5, ARTICLE III, SECTION 5-49 OF THE <br /> CODE OF ORDINANCES OF SAID CITY TO ADOPT ALL UPDATED OR A- <br /> MENDED FLOOD INSURANCE RATE MAPS AND FLOOD BOUNDARY-FLOODWAY <br /> MAPS AND DECLARING AN EFFECTIVE DATE. <br /> Mr. Farr moved to approve the ordinance on first reading and Mr. Brown <br /> seconded the motion, which passed unanimously. <br /> Mayor Craddock introduced for consideration approval of an Ordinance on <br /> first reading, the caption which was read as follows: <br /> AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br /> TEXAS, AMENDING CHAPTER 5, ARTICLE II, DIVISION 1, SECTION <br /> 5-16 OF THE CODE OF ORDINANCES OF SAID CITY TO ADOPT THE <br /> 1982 EDITION OF THE STANDARD BUILDING CODE AND THE 1983 RE- <br /> VISIONS THERETO; AMENDING DIVISION 1 OF SAID ARTICLE OF <br /> SAID CHAPTER OF SAID CODE TO ADD A SECTION TO BE NUMBERED <br /> 5-18 TO PROVIDE FOR EXEMPTION FROM THE PAYMENT OF LICENSE <br /> FEES OR BONDS BY BUILDERS FOR BUILDER-OWNED AND OCCUPIED <br /> RESIDENCES; AMENDING SECTION 5-26 OF DIVISION 2 OF SAID <br />
