<br />2 <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br />Regular Meeting June 25, 1984 Page 2 <br /> <br /> <br />Mayor Craddock introduced for consideration approval of appointments to <br />the Citizens Advisory Committee (Moratorium). Mayor Craddock moved to <br />appoint Mrs. Gloria Pimentel, Roxanne McKimmey, Terry Lighthouse, <br />Sylvia Newsom, Joel Barnard, Berry James and Carol Grimm and Mr. <br />Coddington seconded the motion. Mr. Brown stated that his nominee <br />was pending as the person was out of town and had not returned. <br />He requested that his nominee be placed on the agenda for Wednesday, <br />June 27, 1984. Mr. Coddington then stated that he would like to place <br />Shirley Wickersham's name in nomination. Mayor Craddock then moved to <br />add her name to the other names already placed in nomination and Mr. <br />Coddington seconded the motion, which passed unanimously. <br /> <br />Mr. Farr directed that the staff member have the first Interim Report <br />ready for council by the end of August, 1984, to encourage action on <br />the Committee's part. It was agreed by consensus. City Manager A. C. <br />Gonzalez stated that he would get the committee underway, then delegate <br />the duties of the committee to George Boeker or a delegate of his choice. <br /> <br />Mayor Craddock then introduced for direction a staff member to assist <br />the Sunset Advisory Commission. City Manager A. C. Gonzalez stated that <br />the City Secretary would be a likely candidate since she kept records <br />of the Board Appointments. It was agreed by the Council. <br /> <br />Mayor Craddock introduced for consideration approval of reconstitution of <br />Historical Board of Review as Historic Preservation Commission. Mayor <br />Craddock moved for approval and seconded by Mr. Coddington which passed <br />unanimously. <br /> <br />Mayor Craddock introduced a report from City Attorney Lamar Hankins <br />concerning duplication of Council appointments to Boards and Commissior <br />City Attorney Hankins suggested establishing a policy on duplications <br />on Boards and Commissions. Mayor Craddock gave direction to City At- <br />torney Hankins to prepare a resolution to present to the Council at <br />a later date. Mayor Craddock stated that the Council was open to nominees <br />and wished that the other Boards and Commissions would come forward with <br />names to 'be put in nomination. <br /> <br />Mayor Craddock opened a public hearing to consiàer establishing a Water <br />Capital Recovery Fee. Mayor Craddock asked if anyone wished to speak <br />in favor of the proposal. City Manager Gonzalez gave a brief overview <br />of the proposal. He said that a drafted ordinance would soon be in the <br />works, and that it would essentially follow the form of the Capital Re- <br />covery Fee Ordinance already adopted(Sewerage System). The Staff sug- <br />gests that the best way to administer the program might be to establish a <br />Capital Recovery Fee which would pay for the facility improvements and <br />finance the overage as needed as utility lines are being financed, and <br />then have the developers as they are developing pay for the extensions <br />of the mains as they are currently doing with the City participating in <br />the overage expense. Daniel Brown commented on concerns he had on using <br />aquifer water as the major source of water, and he stated that the pro- <br />posal did not mention the option of using recycled wastewatèr and the <br />impact it might have on the City. He stressed there were many assumþ- <br />tions taken for granted in the proposal. Þ1r. Farr suggested that <br />the Council might develop another Advisory Committee to study the <br />problems and concerns that the City had in regards to the Water Problen,. <br />Mayor Craddock asked if anyone wished to speak against the proposal. Mayor <br />Craddock then closed the public hearing. <br /> <br />Mayor Craddock opened a public hearing to receive input from the citizens <br />of San Marcos regarding the 1984-1985 budget of the City. Mayor Crad- <br />dock asked if anyone wished to speak in favor or in opposition. Shirley <br />Wickersham said that there should be funds made available to keep the <br />swimming pool open longer than August and that it should be open on the <br />weekends in September. No one else wished to speak to this issue. Mayor <br />Craddock declared the public hearing closed. <br />
