On roll call the following vote was recorded: <br /> <br />AYE: Brown, Coddington, Craddock, Guerra <br /> <br />NAY: None <br /> <br />ABSTAIN: Farr <br /> <br />Mayor Craddock introduced for consideration authorization to bid <br />pickup truck for Health Department. Mr. Guerra moved for authorization <br />to bid and Mayor Craddock seconded the motion. Terry Ewald discussed <br />how the truck got destroyed. The Council passed this item unanimously. <br /> <br />Mayor Craddock introduced for consideration approval of $3,000.00 <br />from fund balance for partial payment of pickup truck for Health <br />Department and direction for budget amendment Ordinance to be prepared <br />and presented to Council. Mr. Farr moved for approval and Mr. <br />Coddington seconded the motion which passed unanimously. <br /> <br />Mayor Craddock introduced for consideration award of bid to the Girl <br />Scout Hut. Mr. Coddington moved to approve the award of bid to <br />Ron Cauble in the amount of $1,025.00 for the total contract purchase <br />price and Mayor Craddock seconded the motion which passed unanimously. <br /> <br />Mayor Craddock introduced for consideration award of bid to the <br />Uniform Services. Mr. Farr moved to award the bid to Executive <br />Uniform Rental of San Marcos for their bid of $1.15 per worker uniform <br />and $1.40 per executive type uniform for twice a week service and <br />Mr. Guerra seconded the motion. Allen English from Texas Industrial <br />Service was the low bidder and did not understand why th~ir com~ <br />pany did not receive the proposed recommendation for award of bid. <br />Mr. Daniel Brown stated that their company chose an alternative to <br />the bid specifications, which did not offer twice a week service. <br />On roll call, the Council voted unanimously. <br /> <br />Mayor Craddock introduced a discussion on the update on the Package <br />Sewage Treatment Plant. City Manager Gonzalez stated that we were <br />proceeding with Freese and Nichols preparing plans for the Package <br />Plant. He stated that he had received an additional 500 LUE's which <br />would make a total of 4500 for hookups for a two year period. He <br />said they were currently looking at ways to develop alternatives <br />for water treatment in the Cottonwood area. The next step is to <br />work out with the City Attorney's office a letter of agreement <br />which will indicate the conditions under which the arrangement <br />of the program will follow. City Manager Gonzalez hopes to go out <br />to bid in approximately two months. <br /> <br />Mayor Craddock introduced a discussion regarding Article VII of <br />Appendix C of the Code of Ordinances (Subdivision Ordinance). <br />City Attorney Hankins stated that this section of the Code of Ordi- <br />nances had to do with how we pay for oversizing water and sewer <br />lines and other types of public improvements where we require <br />oversizing. He stated that at the present time the system that <br />is used is where the City reimburses the builder or contractor <br />that is paying for the oversizing the difference between what <br />the cost of what he needed verses what the City wants him to have <br />based on the Master Plan. We pay that according to the Ordinance <br />within a year. City Attorney Hankins suggests that the City of San <br />Marcos follow the City of Austin's plan where the developer is to pay <br />the cost of the oversize and within a certain period of time (within <br />three years) the developer is reimbursed for that difference <br />between what was required for the development and the oversized line <br />that was actually put in. <br />
