<br />701. <br /> <br />702. <br /> <br />-5- <br /> <br />Applicability. <br /> <br />Should any Planned Development District or portion <br />thereof be desired which would exceed the limitations of <br />section 200 "Standards and Criteria" and section 600 <br />"Bonus Provisions" with regard to permitted uses, amount <br />of non-residential area, or allowable residential <br />density, or be at variance to any portion of section 300 <br />"Bufferyards" with respect to bufferyard requirements, <br />the entire proposed development shall be reviewed in <br />accordance with this section and, if approved, shall be <br />labeled for mapping purposes as PDD-C. Such proposals <br />are eligible for approval only if in compliance with the <br />additional land use compatibility standards and <br />development plan requirements of this section, and only <br />if the site is located within the City limits and is at <br />least one acre in size. Except for the alternatives <br />specifically authorized or required by this section, <br />all other provisions of this article shall still apply. <br />Developments which have been approved and mapped as <br />"PUD" Planned Unit Development prior to the adoption of <br />this section shall remain labeled PUD and are subject to <br />the requirements in effect at the time of their <br />approval. <br /> <br />Overview <br /> <br />A PDD reviewed under the Comprehensive Development <br />Provisions may contain any combination of land uses and <br />residential densities. Compliance with the standard <br />bufferyard requirements is encouraged but not mandatory <br />where the applicant can show that deletion, alteration, <br />and/or replacement of bufferyards by alternative 'means <br />will achieve the intended purpose. The remaining <br />subsections describe the major elements of the <br />application and review process as summarized below. <br /> <br />I. <br /> <br />Subsection 703 groups all land uses into general <br />ranges according to intensity (potential degree of <br />impact). These land use intensity ranges are then <br />related to the land use categories of the Future <br />Land Use Plan map of the Master Plan. Although this <br />system provides a broader grouping of land uses as <br />an initial basis for determining compatibility, any <br />proposed land use which is different from the future <br />land use designation of the Master Plan for that <br />location is still subject to the required review and <br />approval by the Planning Commission and City Council <br />as a Master Plan Land Use Amendment. <br /> <br />2. <br /> <br />Subsection 704 establishes supplemental amenity <br />standards which are each assigned a point value. If <br />any land use intensity range representing one or <br />more particular land uses proposed for the PDD is <br />higher than would be permitted in that location by <br />the Master Plan, then the design of the entire PDD <br />must qualify for a specified total number of bonus <br />points in order to be eligible for further <br />reconsideration. In cases where all land use <br />intensity ranges of the proposed uses in the PDD are <br />equal to or less than the corresponding Master Plan <br />designations, accumulation of bonus points is not <br />mandatory but the amenity standards may still be <br />used in the review process as a general measure of <br />any features or level of quality which would be <br />particularly beneficial or appropriate. <br /> <br />3. <br /> <br />Subsection 705 lists the requirements for the <br />Comprehensive Development Plan, which include the <br />Development Plan requirements of subsection 404, and <br />adds other more detailed information pertaining to <br />site improvements. The Comprehensive Development <br />Plan may also concurrently fulfill preliminary plat <br />requirements if the necessary items are included. A <br />Comprehensive Development Plan may not be approved <br />
